Licensing Program Analyst (LPA) Fabiola Diaz and Application Specialist (AS) Alecia Sifuentes met with Program Directors Laprice Brown and Jade Meihl for the purpose of an announced case management tele-inspection (due to COVID-19). Executive Director Lindy Turner-Harden requests to increase the preschool license from 24 to 48 preschool children from ages 3 to 5 years old. The facility is currently licensed in room #53 (with a capacity of 24) and is requesting to add room #55 (to increase the capacity to 48) on the campus of Great Valley Elementary School. Laprice stated that the facility operates Monday-Friday in two sessions: Room #55 operates from 8 AM to 11 AM and from 12:30 PM to 3:30PM, Room #53 operates from 7:45 AM to 10:45 AM and 12:15 PM to 3:15 PM. The facility follows the school schedule. Laprice stated snacks are provided by the facility. The fire clearance was granted on 8/25/2020.

INDOOR ACTIVITY SPACE:
LPA and AS inspected room #55 and observed a sufficient amount of equipment, toys, tables, chairs, and cubbies for 24 children. LPA and AS observed the required postings and trash cans with lids. There is a first aid kit in the classroom. Medications will be stored appropriately following Title 22 regulations. LPA and AS observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA and AS observed a water dispenser in the classroom. LPA and AS observed a functional carbon monoxide detector in the classroom. Laprice stated that an electronic sign-in/sign-out system is used at the facility.

Program Directors measured the new classroom: Room #55, which measured 897 square feet. AS and LPA took the measurements from the report dated 7/12/2019 for room #53, which was 897.00552 square feet. The total classroom spaces contain a total of 1, 794.00552 square feet, which will accommodate the request for 48 preschool children. Children who become ill during the day will be isolated in a side area of the classroom or in an area on the main school campus, if necessary. The facility was granted a waiver to share two children’s bathrooms with two other preschool facilities. The waiver should be posted next to the license. The bathroom connected to the same building as rooms #53 and #55 contains 3 sinks and 5 toilets, and the second bathroom in the adjacent building contains 2 sinks and 3 toilets.

OUTDOOR ACTIVITY SPACE:
The outdoor play area is fenced with a chain link fence . Laprice Brown measured the outdoor fence and stated it was at least 4 ft tall. LPA and AS observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. There are shaded areas supplied by trees and an umbrella structure. The play structures have adequate cushioning underneath. A shared outside playground waiver will be submitted to LPA. Laprice stated that when children are outside on the playground the water dispenser will be available for the children.
Program Directors measured the outdoor activity space. The outdoor play area contains a total of 8422 square feet, which will accommodate the request for 48 preschool children.

The facility's Plan of Operation is located in the facility file. Incidental Medical Services and a Plan of Operation is located in the facility file. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

This facility evaluation report was reviewed and discussed with Program Director Laprice Brown. Program Director was encouraged to visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers.

This facility evaluation report was reviewed and discussed with Program Director Laprice Brown. LPA emailed a copy of the LIC 809 to Laprice. Laprice understands she must open the email and send back an acknowledgement of receipt. Laprice stated she is able to provide LPA with a signed copy of this LIC 809 report.

Effective today, 11/25/20 , LPA and AS are approving the request to increase the facility's capacity to 48 preschool children and to use the additional room #55.
