25 | On 10/20/21, at 1:00 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Case Management Inspection of the abovementioned Child Care Center (CCC) as a follow up to a self reported Unusual Incident Report (UIR) received by the Department on 10/12/21. Circumstances of the UIR involved a former attendee of the CCC, Child #1, being inappropriately touched by another another former child, Child #2, while at nap at the center. The information was disclosed as a teacher, herein Staff #1, of the CCC had conversations with the parent of Child #1 off site.
The LPA met with Doris Angel, Director of the CCC and explained the purpose of the inspection. LPA notes 42 children are on site during the inspection along with 6 teachers.
LPA reviewed the facility files of Child #1 and Child #2. LPA notes Child #1 attended the CCC from 1/4/21- 7//30/21 while Child #2 attended the CCC from 10/7/19 -8/6/21.
LPA was unable to interview Staff #1 as Staff #1 was not on site at the time of the inspection. Director informed LPA Director attempted to contact the parent of Child #1 on 10/12/19. However, the parent never returned the Director's call. Director did not recall any issues between Child #1 and Child #2 and noted children's naps are directly supervised by facility staff members. Further, the placement of children napping is in line with social distance guidelines put in place at the beginning of the COVID 19 pandemic. Prior to the aforementioned, napping children were spaced apart to afford staff members the ability to walk between the sleeping children.
Director informed LPA Director will await a return call from the parent of Child #1 to gather additional information as preliminary internal investigation have reveal noting to support Child #1 being touch by Child #2 on site.
