On 7/26/21, at 9:30 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Required Inspection of the abovementioned Child Care Center (CCC). LPA met with Mary Kern, Director of the CCC and explained the purpose of the inspection. LPA, in the company of Director, toured the interior and exterior of the CCC. Normally, the CCC operates from 7:30 AM to 5:30 PM, Monday - Friday, however the hours of operation have been adjusted during the summer to reflect the hours of 8:00 AM- 2:00 PM, Monday- Friday. The preschool uses two classrooms (Trailblazers- preschool age and Stargazer-older preschool age) for child care services. LPA observed 8 children on site at the time of the inspection, along with two teacher providing supervision.

LPA observed the CCC's classrooms to be clean and well organized. The classroom has age appropriate toys and furnishings available for children in care. Sharps in the classrooms were observed on an elevated shelves in cabinets beyond the reach of children in care. The CCC's restroom is in safe and sanitary operating condition. LPA observed four toilets and four sinks in the restroom area. The CCC has an operable refrigerator which contained food and beverages. LPA notes children in care bring lunches and snacks from their respective homes according to the Director. Director ensures lunches and snacks brought from homes contained foods from the major food groups and are free of junk foods. LPA observed a posted menus in the in a common area along with licensing required notices and documents. LPA notes Sign In/Out form were reviewed and completed appropriately. LPA observed a carbon monoxide detector in the CCC which was tested (10:20 AM) and found to be operable.

Disinfectants and cleaning solutions are observed on an elevated shelf in the CCC's kitchen area which is in an exclude area of care and inaccessible to children in care. Likewise, LPA observed medication in the kitchen area. Medication is placed on an elevated shelf in the area and, as previously stated, in an area excluded from care and inaccessible to children.

The CCC’s outdoor playground area, which is comprised of artificial grass, wood chip and concrete footing is enclosed by chain linked and wooden fencing. The fence’s entry/exit gates is secured. LPA observed age appropriate toys and play equipment in the play area. The toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. LPA observed the play structures in the playground area have adequate cushioning materials (i.e. wood chips) to absorb falls and shade covering in the area is provided by tree and building overhangs. LPA observed a shed in the outdoor area which contains CCC supplies. The shed is secure. No bodies of water were observed on site. There is available drinking water for children both inside the classroom and outside in the play area. Waste receptacles with tight fitting covers were observed throughout the center.

A sampling of staff and children records were reviewed. The children’s records were complete and found to contain emergency contact information. Staff records were reviewed and contain current pediatric CPR/First Aid (EMSA) as well as teaching qualifications. Director informed LPA no firearms or ammunition is stored on site.

This CCC provides Incidental Medical Services (IMS). LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed COVID 19 guidance and best practices with the Director. Director was reminded that it is Director's responsibility to know the regulations for a CCC which can be accessed on-line at www.ccld.ca.gov.


In areas evaluated, there were no deficiencies cited at this time.
