On 10/11/22, at 11:20 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required Annual inspection of the abovementioned Child Care Center (CCC). LPA met with Erika Magana, Site Supervisor of the CCC and explained the purpose of the inspection. LPA, in the company of the Site Supervisor, toured the interior and exterior of the CCC. The CCC is located in a portable classroom (3B) on the grounds of Grover Beach Elementary School. The CCC operates from 8:15 AM to 11:15 AM (AM Program) and 12:15 PM to 3:15 PM (PM Program), Monday thru Friday. LPA observed no children in care during the inspection. Two teachers are present (cleared and associated), in addition to Site Supervisor.

The CCC classroom has age appropriate equipment and furnishings available to children in care. The bathrooms used by the children are in clean and sanitary operating condition. The bathrooms are outside the classroom. Staff members escort the children to and from the restroom during hours of operation. LPA observed an operable refrigerator in the classroom and notes the CCC provides breakfast as well as a morning and mid-day snack for the children. Children have access to water inside the CCC and outside in the play area. Children are also bring individual water to the CCC. The Site Supervisor was reminded of the need to have the facility’s water supply tested for lead containments. Disinfectants and cleaning solutions are elevated in the corner of the room and beyond the reach of children in care. Site Supervisor informed LPA no medication is on site, however if medication were present, medications would be secured in an elevated cabinet in the classroom. LPA observed CCC Sign In/Out forms near the entry of the classroom, in proximity posted licensing forms and notices. LPA notes Sign In/Out forms contain the children’s arrivals and departures as well as the signature of the authorized representatives. The CCC has a carbon monoxide detector which was tested and found operable.

The CCC's outdoor playground area is enclosed by chain linked fencing. The footing in the playground area has various surfaces. The fence’s entry/exit gates are secured. LPA observed age appropriate toys/play equipment in the play areas. LPA also observed three secure shed in the outdoor playground area which contained school supplies and equipment. The toys/play equipment are free of sharp, loose or pointed

objects. The play structures in the playground area have adequate cushioning materials in the form of sand to absorb falls. No bodies of water are observed on site. LPA notes the outdoor play area is shared with the Elementary school's SDC Pre K classroom. The Site Supervisor informed LPA the CCC's children play in the play area at times different/staggered than the elementary school students.

A sampling of staff records are reviewed. The children’s records were no reviewed as there was no children present during the inspection. Staff records contain current pediatric CPR and First Aid (EMSA approved) certifications along with Mandated Reporter training certifications. Site Supervisor notes no firearm or ammunition is stored on site.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative were reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A Notice of Site visit was given and must remain posted for 30 days.
