On May 24, 2022 at 2:25 PM, Licensing Program Analyst (LPA) Francisco Pedroza conducted an unannounced inspection to conclude a Complaint investigation. LPA met with facility Director Kali Coleck and advised her the purpose of the inspection. Director provided LPA a tour of the facility. There were 36 children in care and eight (8) staff supervising at the time of the inspection.

Allegation(s) stated that the facility staff did not report a Covid positive case to parents, teacher did not take care of a daycare child during an accident, teacher hit a daycare child, and teacher did not ensure a child was changed into appropriate clothing. LPA conducted two (2) unannounced inspections touring the facility during each inspection. During the course of the investigation, LPA conducted record review, staff, and parent interviews. During the staff interviews, staff denied the allegations and did not provide any evidence. Staff provided LPA with a day-to-day procedure on how they address children that have accidents.

Staff advised that when a child has an accident, they would use one of the child's clean spare clothes brought from home. If a child does not have a clean pair of clothes, they are offered alternative options like a pull-up or other clean clothing. Staff interviews acknowledged how they assist children when they have accidents like falling. The staff will attend to the child and address their needs. Some children would require more assistance than others. Staff interviews did not provide evidence to collaborate with the staff hitting a child while in care. Staff interviews collaborated the procedure when a staff or child is exposed to the Covid-19. Per staff the classroom is closed for quarantine if directed by Public Health. Parents are notified of any Covid-19 positive exposures. Per the complaint, the facility failed to notify parents about a Covid-19 positive exposure on 1/21/22. Director provided a notice sent to staff and parents regarding a positive Covid-19 exposure on that date. Parent interviews collaborated that they had been informed of positive Covid-19 cases. Parent interviews did not provide evidence to collaborate with any of the other allegation(s). Although the allegation(s) may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation(s) is UNSUBSTANTIATED.
