On 11/4/22, at 11:40 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required Inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Nora Zarate, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee toured the interior and exterior of the FCCH. The FCCH's living room, dining room, hallway bathroom and backyard are used for child care, while the FCCH’s bedrooms are excluded from child care. LPA notes a convert garage is also used as a supplemental area for child care. At the time of the inspection, six children are present, along with an assistant (cleared and associated) providing care and supervision.

Required forms and documents are posted near the entry door of the FCCH. The FCCH’s living room has a fireplace which is screened by wire mesh. LPA observed smoke and carbon monoxide detectors in the FCCH. The detectors were not tested as children in care where in various phases of sleep. The detectors will be tested post inspection. FCCH has a regulation fire extinguisher which was purchased on 4/6/22. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home’s fire/disaster drill log and noted the most recent fire/disaster drill occurred on 10/10/22.

LPA observed the to be FCCH was clean, orderly and void of hazardous items. The bathroom used by children in care is clean and free of toxins. Medication and cleaning compounds are stored in secure cabinets in the FCCH's laundry room which excluded from care. Sharps are in a elevated cabinet in the kitchen which is inaccessible to children in care .Toys and equipment observed in the FCCH are age appropriate.

The backyard yard contains varied footing and is completely enclosed. The backyard contains a locked shed. The shed contains household items and supplies. The backyard is partitioned to separate a dog run area which is also locked. Toys observed in backyard are age appropriate. No bodies of water were observed on site.

The children's records were reviewed. The records were current and complete. Children in care had current emergency contact information, immunization records, sleep plans and sleep logs recording 15 minute checks of sleeping children, among other things. The Licensee's records are also current and complete with Pediatric CPR and First Aid certifications expiring on 6/4/24, and Mandated Reporter training expiring on 6/14/24. LPA observed a dog on site. LPA reviewed vaccinations records for the dog which are current. Licensee stated firearms and ammunition are on site. LPA notes the aforementioned is secure, stored separately, inaccessible to children in care and in an exclude area of the FCCH.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an or additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A Notice of Site visit was given and must remain posted for 30 days.
