On 1/29/2025 at 9:30 AM, Licensing Program Analyst (LPAs) Gigi Reyes conducted an unannounced Required inspection at the above Family Childcare Home (FCCH). LPA met with Licensee, Nora Zarate and assistant Ana Lilia Palacios. and discussed the purpose of the inspection. FCCH operates Monday to Friday, 8:00 Am to 4:30 PM, Licensee provides care for children aged 8 month to 12 years of age.

LPA and Licensee toured the inside and outside of the home, there were ten (10 ) children present, two (2) of whom were infants. FCCH uses living room, converted garage for classroom activities and fenced backyard. LPA observed that required forms are posted in prominent location. Combination smoke and carbon monoxide detectors were tested and found functional. The regulation fire extinguisher was purchased on 1/25/2025. Age-appropriate toys, books, playpen, and equipment were observed in the home. The yard is enclosed with 7 -foot wooden fence. LPA observed a play structure situated beneath a cushioned floor in the backyard. Children’s bathroom is free of toxins. Sharps, medicines, and toxins are stored in the area inaccessible to children in care.

LPA reviewed the facility file and found that the Pediatric CPR and First Aid certificate is current with expiration date of 6/3/2026 while Mandated Reporter Training expires on 2/27/2026. Children’s records were reviewed and found complete.

LIC 9227 Infant Safe Sleep plan was completed for each enrolled infant. Licensee and assistants check and document napping infants every 15 minutes.

Childcare facility roster is current. Nobodies of water was observed. Licensee stated there are guns and ammunition in the home and are stored separately in a safe.

Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The FCCH is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. Licensee, Nora Zarate was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Nora Zarate confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

In the areas evaluated, no deficiencies were cited.



A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
