(3) Licensing Program Analyst (LPA) Elvin Baddley and Licensing Program Manager (LPM) Maria Mueller made an unannounced visit to the abovementioned Child Care Center (CCC) to conduct an Annual/Random inspection. LPA and LPM met with Lauren Bedia, Director of the CCC, and explained the nature and purpose of the inspection. LPA and LPM, in the company of Director Bedia, toured the interior and exterior of the CCC. The CCC operates from 7:45 AM to 4:45 PM, Monday - Friday. The CCC had a population of 13 children in care at the time of the inspection.

The classroom of the CCC was clean and organized. The classroom had age appropriate toys and furnishings available for children. The classroom had an operable carbon monoxide detector. The bathroom was observed in safe and sanitary operating condition. The attached kitchen was observed to be clean and free of litter. The CCC has a locked cabinet in the kitchen area for medication. At this time no medication is being dispensed at the CCC. Food and beverages capable of spoiling were stored in an operable refrigerator. Disinfectants and cleaning solutions are locked in a shed outside of the classroom.

The center provides lunch and the LPA and LPM observed posted menus which detailed future meals. Licensing required documentation is posted predominately in the classroom. Sign In/Out documentation for children was reviewed and found suitable.
The CCC's outdoor play area, which is comprised of a artificial grass lawn and a black top is enclosed by chain linked and wooden fencing. The fence’s entry/exit gates are secured. The LPA observed age appropriate toys/play equipment in the play area. The toys/play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structure in the playground areas has an adequate cushioning materials (padding underneath artificial grass) to absorb falls and an abundance of shade (i.e. tress). No bodies of water were observed on site. There is available drinking water for children both inside the classroom and outside in the play area. Waste receptacles with tight fitting covers were observed throughout the center.

A sampling of staff and children records were reviewed. The children’s records were complete and found to contain CCC admission agreements. Staff records were reviewed and contained current Pediatric First Aid/CPR certifications (Director's certification expired 6/3/21), Mandated Reporter training certificates and immunization. The Director noted no firearms/weapons or ammunition are stored on the premises.

This facility provides Incidental Medical Services (IMS). LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. In areas evaluated, no deficiencies observed.

LPA provided the Notice of site visit and observed Director post the Notice of Site visit.

THE NOTICE OF SITE VISIT WAS POSTED AS REQUIRED BY H&S CODE SEC. 1596.817, THE NOTICE OF SITE VISIT MUST REMAIN POSTED FOR 30 DAYS OR A CIVIL PENALTY OF $100.00 WILL APPLY.
