25 | On 1/15/25, at 8:40 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Required 3-Year Inspection the Child Care Center (CCC). LPA met with Cynthia Dunlap, Lead Teacher of the CCC and explained the purpose of the inspection. The LPA, in the company of the Lead Teacher, toured the interior and exterior of the CCC. The center operates on the campus of Cuesta College from 7:30 AM to 5:15 PM, Monday - Friday (closing at 3:00 PM). The CCC use three classrooms (Toddler Room ages 18 months- 3 years, Preschool Room 1 - ages 2.5 – 3.5, and Preschool Room 2 - ages 3.5 - 5) for child care. LPA observed 30 children on site during the inspection along with eight teachers (cleared and associated) providing care and supervision.
Each classroom used for child care is organized. The classrooms have age appropriate toys and furnishings available for children in care. The CCC has carbon monoxide detectors throughout the facility. A carbon monoxide detector was tested in the Toddler Room at 9:02 AM and found to be operable. The restrooms used for care are in sanitary operating condition. LPA observed an operable refrigerator in the CCC's kitchen. The CCC provides snacks, while lunches are brought from the children's homes. CCC staff members view children's lunches to ensure the lunches contain healthy food items and foods from the essential food groups. LPA observed Sign In/Out documentation near the entry of each classroom, which noted arrival and departure times of children in care, as well as signatures from authorized representatives. Disinfectants, cleaning solutions, sharps and medications are stored in elevated locations throughout the CCC, which are inaccessible to children in care. There is available drinking water for children both inside the classroom and outside in the play area. The CCC had its water sources tested for lead containments.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
