32 | there are multiple rooms to be used by adults only such as observation rooms, two kitchens, laundry room, staff lounge and work room, staff offices and adult restrooms. One of the adult restrooms will be designated for use by children who become ill.
Outdoors, there is a covered patio which extends the length of the building. Beyond the patio is an uncovered activity area. The outdoor area is completely fenced and there is a fence which separates the toddlers from the preschoolers. The toddler activity area is equipped with a slide that is built into a grass covered hill, shaded areas, a sand box and mud play area. The preschool activity area contains an age appropriate climbing structure and swings with fall absorbing material. There is also a sand box, mud play, shade and grass area. A fenced garden area will be shared by toddlers and preschoolers without commingling age groups. Drinking water is available to children both inside and outside via individual water bottles. Director reported that there are no firearms, ammunition or bodies of water on the premises.
On 1/22/2021, the Paso Robles Fire Department inspected and granted a fire clearance for a capacity of 48 children. Based on measurements taken today, there is ample indoor and outdoor space and sufficient sinks and toilets to accommodate 48 children. The new building meets Title 22, Division 12 regulations for the requested capacity increase to 12 toddlers, age 1.5 years - 3 years, and 36 preschoolers age 3 years to 5 years. A combined maximum capacity of 48 children is effective today, 2/16/2021.
Director walked to the portable classroom where the children were napping. At 2:30pm, LPA observed that there were five (5) toddlers with two (2) staff in one room and 10 preschooler with two (2) staff in the second room. No deficiencies were observed.
At 4:01pm, an exit interview was conducted with Director, Katie Mervin. LPA explained the Appeal Rights which will be emailed today, along with this report and the Notice of Site Visit. Director voiced understanding that, in lieu of signature, an email reply is required within 24 hours to confirm receipt of the documents.
The Notice of Site Visit shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.
