On 3/8/23, at 11:30 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Required Inspection of the abovementioned Child Care Center (CCC). LPA met with Sarah Davis, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. The CCC operates from 8:00 AM to 5:00 PM, Monday thru Friday. LPA observed eight children in care along with four teachers (associated and cleared). One child was napping at the time of the inspection. The CCC is a combined center with an preschool program/license.

The CCC is clean and organized. LPA observed age appropriate toys and furnishings throughout the CCC. The CCC has ample cribs along napping cots for children in care with various levels of mobility. LPA observed a carbon monoxide detector in the CCC. The carbon monoxide detector in the CCC was not tested as a child in care was napping. However a carbon monoxide detector in the connecting preschool program was tested at 10:15 AM and found to be operable.

The CCC has an operable refrigerator in the kitchen. The refrigerator contains the children's food and formula. LPA observed the food and formula was labeled and dated. Children in care have access to available drinking water both inside the classroom and outside in the play area. The CCC was constructed after January ot 2010 thus testing for lead containment in the CCC's water supply is not necessary. Disinfectants and cleaning solutions were locked in a laundry/supply room which is inaccessible to children. Likewise, the center’s medications are also secured in a locked box in the CCC's kitchen which is also inaccessible to children in care. Sharps are in elevated cabinet in the CCC which is beyond the reach of children in care. Required licensing forms and documents are posted in the infant room. The classroom has age appropriate toys and furnishings as well as a changing table in arms reach of a sink readily available.

The CCC's outdoor playground areas is enclosed by a wrought iron fencing. The fence’s entry/exit gate is secured. The footing in the area is varied. LPA observed a secure shed in the area which contains CCC supplies. LPA observed age appropriate toys/play equipment in the play area which are in suitable condition

The play structures in the playground areas have adequate cushioning materials to absorb falls. LPA also observed ample shape provided by sails and the building's overhang in the play area. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed in the CCC.

A sampling of staff and children records were reviewed. The children’s records were complete and found to contain emergency contact information as well as immunization records. LPA reviewed a sampling of Individual Needs/Services, Sleep Plans and a log capturing sleep check in 15 minute intervals. Staff records are reviewed and contained current pedantic CPR/First Aid and Mandated Reporter certifications (EMSA approved) as well as teaching qualifications. Director noted no firearm or ammunition is stored on site.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as for additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A Notice of Site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Sarah Davis.
