25 | On 7/24.24, at 11:01 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual/Random Inspection of the abovementioned Child Care Center (CCC). LPA met with Kylee Davis, Director/Licensee of the CCC and explained the nature of the inspection. LPA note consist of one building and an outdoor play area. The CCC houses three and four year old children. The CCC is on the grounds of Mount Carmel Lutheran Church and is one of three preschool licenses on site. The CCC operates from 7:30 AM to 5:30 PM, Monday - Friday. LPA, in the company of the Director/Licensee and the Assistant Director Alaxandra Stoddard toured the interior and exterior of the CCC. During the inspection, LPA observed 25 children on site, along with three teachers (cleared and associated) providing care and supervision.
The classrooms of the CCC are clean, orderly and organized. The classrooms have age appropriate toys and furnishings available for children. LPA observed a carbon monoxide detector in the classrooms, one of which, which was tested and found to be operable at 11:10 AM. The restrooms are in safe and sanitary operating condition. The CCC has a refrigerator to store food and beverages. Children in care bring lunches from their homes, while the CCC provides snacks. The classrooms have posted menus along with required licensing notices and documents. The CCC provides bottled water for the children inside and outside of the classrooms. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1 CCP). LPA note the CCC has a attestation waiver on file for lead testing. The CCC uses an electronic application to sign children in and out of the CCC. LPA reviewed sign in and sign out information and notes the arrival and departure times of children is included along with information from the children's authorized representatives/parents. LPA observed disinfectants/cleaning compounds and sharps in elevated locations in each classroom which are beyond the reach and inaccessible to children in care.
