On 8/13/2021 at 9:35am, Licensing Program Analyst (LPA) Melissa Stewart conducted an unannounced, Required- 1 year Comprehensive inspection and met with Owner/Director, Denise Juarez outside of the the Child Care Center (CCC). LPA conducted a Risk Assessment for COVID19 and all answers indicated no exposure to COVID19. The preschool operates, Monday - Friday, 6:15am - 4:30pm. All required forms, including monthly menu, are posted at the main entrance of the center. The center was toured inside and outside. The center has two buildings, # 501 on the upper level and # 510 on the lower level. The center is currently operating in #501 and #510 is not being used for child care services at this time due to low enrollment. There was one (1) staff supervising two (2) children who were sitting 6 ft apart at a child sized table eating snack. Both Director and S1 were wearing face coverings. Director stated that the children will put their face coverings on after they are finished eating. The number of children signed in by parents corresponded with the number of children present. The classrooms were observed to be clean, organized and free of toxins. LPA observed indoor activity centers containing books, puzzles, manipulatives, blocks, arts and crafts and dramatic play materials.

The center conducts monthly emergency and disaster drills. The most recent drill was held on 7/16/2021 at 10:25am with eight (8) children present. The first aid kit and locked medication box are located in the upstairs kitchen. LPA tested the carbon monoxide detector at 9:44am and found it to be operational. Director reported that there are no firearms, ammunition or bodies of water on the premises. The restroom used by children was observed to be clean.

Building #501 has two (2) outdoor activity areas. The outdoor area immediately accessible from the classroom contains an age appropriate climbing structure with wood chips to absorb a fall. LPA observed age appropriate riding toys, child sized tables located under a covered patio, outdoor hand washing sink, sandbox, and grass area. Continued on 809-C

Drinking water is available both inside and outside via water jugs and disposable cups. Director reported that the larger climbing structure located on the other side of the fence on the lower level is not currently in use. LPA observed that the sand under this structure was compacted and provided Director with the US Consumer Product Safety Commission Public Playground Safety Handbook (page 11) minimum compressed loose fill surfacing depth chart.

Staff have current Pediatric CPR and First Aid certification. Director's certification expires on 2/3/2023 and S1's certification expires on 8/4/2022. Staff have completed AB 1207 Mandated Reporter Training in 2020 and have met immunization requirements per SB 792. LPA reminded Director that the Mandated Reporter training must be renewed every two (2) years.

Incidental Medical Services (IMS) policy was discussed. Director reported that that there are no children currently enrolled who require IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director reported that the “Effects of Lead Exposure” brochure is distributed to all families at time of enrollment. LPA advised Director that Title 22, Division 12 regulations for Child Care Centers and California Department of Public Health COVID-19 guidelines for child care programs can be accessed on-line at www.cdss.ca.gov. Director stated that she is subscribed to receive Provider Information Notices (PINs) from Community Care Licensing Division via email.


In all areas evaluated, no deficiencies cited.

LPA provided a Notice of Site Visit (LIC 9213) to be posted. FAILURE TO POST THE NOTICE OF SITE VISIT FOR 30 DAYS MAY RESULT IN A $100.00 CIVIL PENALTY
