1. Staff used inappropriate form of discipline on day care child

On 4/7/23, at 1:15 PM, Licensing Program Analyst (LPA) Elvin Baddley and LPA Dixie Wright made an unannounced inspection to the aforementioned Child Care Center (CCC) in order to complete the investigation of the above allegation. LPAs met with Denise Juarez, Administrator of the CCC, and explained the nature of the inspection. LPAs notes nine children are on site at the time of the inspection, along with an Assistant providing care and supervision.

The investigation included record reviews, interviews of the Complainant, the Administrator, the Assisant Staff Member, as well as interviews with parents of children of the CCC. Children in care were not interviewed. The allegation of the complaint referenced CCC staff using an inappropriate form of discipline on a day care child.

The allegation of CCC staff using an inappropriate form of discipline on a day care child could not be corroborated. Interviews with parents of children in care revealed no mention of inappropriate behaviors or

conduct among staff members. Moreover, parents interviewed indicated the CCC provide care and supervision which was trusted and beneficial to children.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

A closing interview was conducted with Administrator. A copy of this report was reviewed and provided to the Licensee along with Appeal Rights.

The Notice of Site Visit was also provided to the Administrator as required by H&S Code Section 1596.817. The Notice of Site Visit must remain posted for 30 days or a civil penalty of $100.00 may apply.
