On 7/28/22, at 12:31 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Required Inspection the abovementioned Child Care Center (CCC). LPA met with Director Merideth Eades and explained the purpose of the inspection. LPA, in the company of Director, toured the interior and exterior of the CCC. The CCC operates from 8:00 AM to 5:00 PM, Monday - Friday. The CCC is a combination preschool with an infant program and uses three classrooms for child care.The facility does have a designated toddler component. LPA observed 13 children on site during the inspection along with six teachers (cleared and associated) providing care and supervision.

LPA observed the CCC to be clean and organized. The classrooms possessed age appropriate toys and furnishings for children in care. LPA observed operable carbon monoxide detectors in each classroom. At 10;30 AM a detector in the infant room was tested and found to be operable. LPA also observed the restroom attached to each classroom to be in safe and sanitary operating condition. Operable refrigerators are observed on site in each classroom. The refrigerators have the children's food labeled and dated. Parents of children in care provide children with snacks and lunches. CCC staff ensure lunches and snacks from home contain items from the essential food groups and are void of junk food. Children also have the ability to access filtered water inside and outside of the classroom. Director has been reminded of the need to test the facility's water source for possible lead containments. LPA observed disinfectants, cleaning solutions, medications and sharps stored on elevated locations in the classroom which are inaccessible and beyond the reach of children. The CCC has cribs and napping mats for all of the children in care. Cribs have tight fitting sheets are are free of loose items.

LPA observed licensing required notices and documents posted predominately on the walls in each classroom near the entry door. The CCC utilizes an electronic sign In/out. LPA reviewed the aforementioned and found sign in/sign out to contain the authorized representatives and times the children enter and depart

the CCC.

The CCC outdoor play areas are attached to each classroom. The play yards entry/exit gates are secured. LPA observed age appropriate toys and play equipment in the play areas. LPA observed the toys and play equipment in the play area to be in suitable condition and free of sharp, loose or pointed objects. The Director was reminded to remove toys and play equipment from the play area when the aforementioned begins to degrade and is not in good repair. The play structures in the areas have adequate cushioning material and shade in the area created by building overhangs and shade covers. LPA observed no bodies of water on site.

Staff and children's records are reviewed. The children’s records were complete and found to contain emergency contact information as well as immunization records. LPA also reviewed documentation capturing children sleep in 15 minute intervals .LPA also observed Needs and Services Plans for children in care as well as Sleep Plans completed for children ages 0-12 months. Staff records were reviewed and contained current pediatric First Aid/CPR certifications as well as certifications for Mandated Reporter. Director was reminded to ensure training certification are current and updated prior to expiration. Director informed LPA no firearm or ammunition is stored on the premises.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an for additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
