On 3/3/22, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Case Management Continuation -Annual Continuation Inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Melinda Collins, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of Licensee toured the interior and exterior of the FCCH. The home’s living room, converted bedroom, hall way bathroom and backyard are used for child care services, while the home’s upstairs and and craft room are excluded from child care. LPA notes a child safety gate is observed at the base of the home's stairwell which serves as a barricade to the upper story. At the time of the inspection, LPA observed 12 children (10 napping, 2 awake) present, along with two assistant (cleared and associated) providing care and supervision.

Required forms are predominantly posted in the FCCH's living home on the side of a cabinet/shelf. The FCCH has a fireplace which is screened by a locked glass and inaccessible to children. LPA observed smoke and carbon monoxide detectors throughout the FCCH. The detectors were not tested as 10 children in care are sleeping. The FCCH has a regulation fire extinguisher which was service on 9/20/21. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The home maintains working telephone services.

The FCCH has ventilation to afford for child care. LPA observed cleaning compounds stored in a locked cabinet underneath the sink in the kitchen area. Medication was observed on an elevated self in the kitchen which is inaccessible to children. Sharps in the kitchen are in the far corner of a kitchen counter which is behind a small appliance and beyond the reach of children in care. The bathroom used by children is free of toxins and in suitable condition. Toys, furniture and equipment observed in the FCCH are age appropriate.

The backyard is enclosed by a combination of wooden and chain linked fencing. The fence’s entry/exit gates are secure. The flooring is dirt and play structures sit atop a form paddings. Toys and play equipment observed in backyard are age appropriate. LPA observed a large propane tank in the backyard area which is

Children records are reviewed. The records were current, complete and possessed emergency contact information as mandated by regulations. The Licensee's records are also current and complete with CPR and First Aid certifications expiring on 12/18/23. Likewise, the Licensee's Mandated Reported training certificate expires 6/15/23.

The Licensee stated no firearms or ammunition are stored on site.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days.
