On 12/13/21, at 9:30 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Danielle Stratton, Licensee of the FCCH, and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. The home’s living room, dining room (converted), hall bathroom and backyard are used for child care, while the remainder of the home is excluded from care. At the time of the inspection eight children are present along with two assistants (cleared and associated).

The home was orderly and void of hazardous items. Medication is stored in the master bedroom which is excluded from care and in a lower cabinet in the bathroom which is secured by a child safety lock. LPA observed cleaning compounds locked underneath a cabinet in the kitchen. Cleaning compound are also located in the garage which is excluded from care. Sharps in the home are secured in a cabinet in the kitchen. Toys and play equipment observed in home are age appropriate.

Required forms are posted on a bulletin board in the FCCH's living room near the entry door. LPA observed operable smoke and carbon monoxide detectors. Each detector was tested at 9:50 AM. The FCCH has a regulation fire extinguisher which was purchased on 12/14/21. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. FCCH's living room has a fireplace which is screened by padded bench, making it inaccessible to children. The bathroom use for care is clean and free of toxins.

The FCCH's backyard is enclosed by chain link fencing. The entry/exits gate were observed secure. The backyard is partitioned with a dog run area which contained three dogs. LPA notes age appropriate toys and furnishing are observed in the areas. No bodies of water were observed on site.

LPA reviewed staff and children's records. Licensee records are also current and complete with a Pediatric CPR and First Aid certification (EMSA) expiring on 12/05/22 and Mandated Reporter training expiring on

12/15/23. Children's records contain immunization records and emergency contact forms. Sleep logs were also reviewed by LPA. The FCCH has vaccination records for the home's dog (3) which are current.

The Licensee stated a firearms is on site. LPA observed a firearm is stored and outside the reach of children.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Facility representative and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the Facility representative Danielle Stratton.

A notice of site visit was given and must remain posted for 30 days.
