On December 5, 2023 at approximately 8:25am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with director, Crystal Camacho, and associate director, Samaa Srouji, and explained the purpose of the inspection.

During annual inspection, LPA also conducted a case management inspection to measure the temporary indoor spaces and outdoor space to be utilized as temporary outdoor space, until outdoor playground construction is complete.

Present during LPA's visit included 57 children (8 toddler option) with 19 teaching staff (including both directors). Program is operating within capacity limits and ratio during LPA's visit. Program operates in 8 classrooms. Currently, 7 classrooms are in use: Toddler Unit, Giraffes (3-4 years old), Lions (3-4 years old), Lambs (30 to 36 months) KC5 (4 to 5 year olds), KC6 (4 to 5 year olds), and KC7 (4 to 5 year olds).

With director and associate director, LPA conducted a health and safety inspection indoors and outdoors. LPA observed classrooms to be clean and properly ventilated. Flooring in classrooms were also observed to be clean, free of any debris that may be hazardous. Children's toys, materials and furniture were observed to be age appropriate and in good working condition. Storage for children's belongings are located inside each classroom, that is labeled with children's individual names.

LPA observed poisons, cleaning solutions and chemicals to be inaccessible, in classrooms' high shelves. Each classroom is equipped with a first aid kit, fully charged fire extinguisher, smoke detector, carbon monoxide detector, fire sprinklers and fire alarm system implemented throughout building. LPA observed classrooms' low cabinets to be free of hazardous materials and/or locked. LPA observed children's allergies to be properly posted and available for review in classrooms.

KC5, KC6, and KC7 have their own bathrooms located in the classrooms. There is a shared bathroom for boys and girls use next to the Lambs classroom. LPA observed bathrooms to be in proper working condition, equipped with appropriate sanitation products. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. There are diaper changing tables in appropriate classrooms that are within arm's reach to an adult sink.

Program utilizes mats for napping children. Mats, sheets and blankets are appropriately stored in children's cubbies to avoid contamination. Children participating in toddler option component have sleeping logs that document electronically the time children fall asleep and the time the children wake up. LPA reminded staff must document every 15 minutes of when napping child is checked on.

There are 3 indoor, multi-purpose spaces that are used for temporary outdoor space: Tigers classroom, Room 109 and Room 113. LPA measured indoor spaces as an outdoor space. Tigers classroom was measured for 422.82 sq. ft. allowing for a capacity of 5 children. Room 109 was measured for 662.77 sq. ft. allowing for a capacity of 8 children. Room 113 was measured for 817.26 sq. ft. allowing for a capacity of 10 children. Classrooms were observed to have sufficient toys and materials that were in good condition.

Current outdoor area is under construction that was previously reported to the department. There is a temporary space in the outdoor area that is fully fenced and will be the temporary outdoor area until construction is complete. LPA measured temporary space which equals 1,711. 34 sq. ft. allowing for a capacity of 22 children. Temporary outdoor space is fenced and equipped with a variety of outdoor toys and materials.

Water is made available to children both indoors and outdoors with children's individual water containers that can be refilled on site. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP. Facility has completed required lead water testing. Water fixtures tested were within time frame of testing and were below the 5.5. ppb threshold.

Children's families provide children's meals including snack and lunch. There is a third party food vendor that is available for children if needed. Children's families have access to third party food vendor that can be delivered daily. Program does not cook, prepare or store food on site.

Children are signed in and out of facility by authorized representative's electronic signatures through an electronic application. Facility has license documentation and information properly posted and available for review outside preschool office. Emergency disaster drills are conducted weekly and are apart of curriculum schedule.

LPA reviewed facility records that included 10 random children's records and 6 random staff files. Both children and staff files were complete. Children's files have a record of emergency identification information on file and required immunizations. LPA observed staff files are also complete with appropriate education transcripts, current Mandated Reporter certifications and required immunizations. Multiple staff on site have a current CPR/First Aid certification. LPA reminded directors that all staff are required to complete Mandated Reporter Training every two years.

LPA discussed the safe sleep regulations with facility representative and
discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were issued during today's visit. A notice of site visit was given and must remain posted for 30 days.
