25 | On 9/19/2022, Licensing Program Analyst (LPA), Hanson Leong, made an announced case management visit to the Highlands Christian facility. Rosie Morales, the director, has requested a departmental visit because of an incident involving PG&E that prevents children from using the playground equipment outside. The LPA was granted entry by the director. The LPA explained the purpose of the visit to the director. Guardian, the department's system for conducting background checks, has confirmed that all the individuals listed on the facility’s roster have been granted permission to work or be present in a childcare facility. The LPA observed fourteen teachers supervising seventy-five preschool children. Children's capacity and ratio requirements were observed to be in compliance.
During the visit, the LPA and the director toured the affected outdoor play structure. The affected outdoor play structure was marked with yellow caution tape. The director requested that three other play structures be used temporarily and was informed that an outdoor waiver would be required. The director drafted an outdoor waiver, which was then given to the LPA. The LPA has advised the director that the proposed play structures will not be allowed to be used until the department gives its approval for the outdoor waiver.
A copy of this report, and the “Notice of Site Visit,” were given to the director.
A “Notice of Site Visit” must remain posted for 30 days.
Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
