Licensing Program Analyst (LPA) Marie Rodriguez made an unannounced Annual Random inspection. LPA met with Director Teresa Thomas and explained purpose of inspection. Present at the care center were the Director, 3 teachers, and 18 children. Facility is operating within capacity and in compliance with child to staff ratio. All staff members have criminal record clearances on file. The care center operates from Monday to Friday from 7:30am to 6pm.

LPA inspected the facility with the Director. The facility is in good repair with proper temperature and ventilation and is free of any hazards. All furniture is in good repair and free of any hazards. Facility has age appropriate toys and equipment. Bathroom, toilets, and sinks are clean and sanitized. All storage containers for solid waste have a proper lid. All cleaning products and toxins are stored inaccessible to children. There is a working carbon monoxide and smoke detector, a fully charged fire extinguisher, and a working telephone available at the facility. Kitchen is clean and free of any debris. Facility provides lunch and snacks. All food is properly stored to avoid contamination. The play yard is in good repair and free of any hazards. The play structure is safe and in good repair with the appropriate amount of cushion material underneath the structure. There is drinking water available inside the facility and outside in the play yard.

All required postings are properly posted in the porch. This facility provides Incidental Medical Services (IMS) but there are no children in care with a need for medication storage at this time. Last emergency drill was conducted in May 2019. Emergency drills are conducted quarterly and properly logged.

Children records reviewed were complete. During review of staff records, LPA observed Staff S1 did not have Mandated Reporter training certificate in file. Per Director, S1 completed the training but had a copy of the certificate at home. LPA also observed Staff S5 did not have health screening report and immunization record in file. Per Director, forms were received by S5 but may have been misplaced in the wrong file. All other staff records were complete.

During Inspection:
  • Director was reminded about having all Staff and Volunteers provide proof of immunization against pertussis, measles, and influenza, or qualifies for an exemption.
  • Director was reminded about Mandated Reporter Training available on CCLD website

  • Director was reminded about the Provider Information Notices (PINs) on CCLD website.

Deficiency cited today under California Code of Regulations, Title 22, Division 12, Chapter 1, follows on LIC 809D.

This report was reviewed and discussed with Teresa Thomas. Appeal Rights given. A copy of report was provided.

This report must be available in the facility for public review. Notice of site visit was observed being posted and shall remain posted for 30 days.
