On July 26, 2024, at approx.8:25am Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Rosemary Juarez for an unannounced annual inspection visit. Purpose of inspection was explained. Present today, Director, 3 staff and 17 children. Facility is operating within capacity and in compliance with staff/child ratio. All staff have criminal background clearances. Facility operates a preschool program year-round from Monday to Friday 7:30am to 5:30pm.

LPA and Director toured the facility for health and safety hazards. Facility operates 3 preschool programs on the site of St. Matthias Church. Dandelion classroom in room #2, Green Birds classroom room #6, Blue Bird classroom in room #7. Today rooms #6 & #7 were a combined classroom for summer session. Classrooms are clean with proper temperature and ventilation. There are plenty of age-appropriate toys, child size furniture, learning materials, art supplies and sleeping cots. Storage cubbies are available for children to store personal belongings. There is a children’s restroom located in the office and children’s restrooms are located by the playground area. Restroom is equipped with 4 working toilet and 4 sinks for hand washing. Sinks have no running hot water. There is a separate staff bathroom. All trash cans are equipped with tight fitting lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Per Director, facility provides sheet and blankets for napping and are washed weekly or as needed. Outdoor play areas are equipped with age-appropriate climbing and slide play structures, ride on toys and other outdoor play equipment all in good repair. Playground areas are cushioned with tanbark and blue rubber foam to absorb falls. Lower outdoor is equipped a swing set and cushioned with tanbark and an area for sand play. Areas are equipped with a large umbrella and sunshades sails for providing shade to children. Area leading to lower playground is equipped with artificial grass and remainder of flooring is cement. Both play areas are completely enclosed with a 5 ft. fence. There are no pools, spas, or other similar bodies of water on the premises. Per Director, there are no weapons or firearms on the premises.

Children bring their own lunches from home and facility provides snacks for children in care. LPA observed snack schedule to be posted. LPA observed snacks stored properly in cabinets and refrigerate to prevent contamination. Children bring their own labeled water bottles from home and are refilled with purified water bottles. LPA observed all water faucet outlets to be covered and a sign posted indicating not for drinking or food prep use. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. Sick children are isolated in office and away from other children.

LPA reviewed electronic sign in/out sheet via Bright wheel app. Parents sign children in and out in the morning/afternoon using a PIN #. Facility is equipped with fully charged fire extinguishers, dual working carbon monoxide/smoke detector located in each classroom. Last emergency drill was conducted on 06/07/2024 and properly documented. Facility has a landline and uses walkie talkies for communication with staff.

LPA reviewed 5 children’s records 5 staff record. All the children's and staff files were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA verified facility has an approved attestation on file, in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
