On May 3, 2023, Licensing Program Analyst (LPA) Olguin-Leon conducted an unannounced inspection at the Old Gate Nursery Preschool. LPA met with teacher Andrea Chatelain and purpose of visit was explained. Facility operates a preschool program in the Unitarian Fellowship Church. Preschool program operates Monday – Friday 8:30 – 3:15 PM. Due to covid, facility is only operating the morning preschool from 9-11:45 AM and offering extended care in the afternoon. Present for today’s visit was Teacher and 1 child. Teacher and children capacity ratio requirements were observed to be in compliance today.

LPA and Site Staff toured the facility for health and safety hazards. Facility consists of 3 classrooms: Game room, Art room, and block room. All classrooms are clean with proper ventilation. There are plenty of age-appropriate toys, furniture and learning materials all in good repair. Children cubbies are available in the Art room for children to store personal items and belongings. There are two children’s restrooms in the block room, with working toilets and sinks for hand washing. There is separate bathroom for staff usage on site. Outdoors is equipped with several play structures with slides, tires and climbing equipment and is cushioned with wood chip tanbark to cushion falls. Outdoor flooring is cement and small areas of artificial grass. There are no pools, spas, or other similar bodies of water. LPA observed a sharp piece of wooden protruding from a bench, deficiency cited. Per staff, there are no firearms or weapons on site. Children bring their own lunches and snacks from home. Children bring their own labeled water bottles to use inside or outside. Facility offers filtered water to refill water bottles. All cleaning supplies and toxins are properly stored in storage closet and inaccessible to children. No record of lead water testing was available, deficiency cited.

LPA was unable to review children or staff files, as they were inaccessible to staff. Director was unavailable and no administrative responsibility for absence of Director was available, technical violation issued. Facility has posted the required forms (i.e., License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law (updated), and Emergency Disaster Plan). Isolation for sick children is in the Lounge room on sofa.

Incidental Medical Services were discussed with Staff and LPA observed medication to be properly stored, labeled, and inaccessible to children. LPA reminded staff keep consent of medication directions with medication. There are first aid kits available in the classroom with plenty of medical supplies. Last emergency drill was conducted on February, 2023. LPA observed sign-in/out records with full signature of authorized pickup person. Classrooms have a fully charged fire extinguisher, carbon monoxide detector and smoke detector. Facility has cell phones and working landline telephone available in each classroom.

Staff was reminded that all adults 18 and over living or working in the facility including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Staff was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

LPA encouraged staff member to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.
