Licensing Program Analyst (LPA) Van met with the new Director, Jacqueline Wisecarver, on May 25, 2022, for an unannounced mandatory 1-year random inspection. LPA explained the objective of the inspection and was granted access to the facility. This Center is located on the Mercy High School Campus, on the ground floor of the high school. Upon LPA's arrival, there were five teachers and no children. The children arrive at 9:00 am; there is a total of 29 children. The facility currently adheres to the teacher-to-child ratios. Five classrooms are available in the facility. The new Director informed LPA that classroom #121, which was previously added to the license during the case management inspection on September 9, 2020, is removed from the license. The days and hours of operation are Monday through Friday, 9:00 am to 1:00 pm. This year the program will be closed for the summer from June 9 – to September 6.
LPA toured and inspected the physical plant to identify any potential health and safety issues. LPA observed the sign in and out have all parents' or authorized representatives' signatures, and the number of signatures matched the number of children present. The facility is in good condition and has adequate temperature and ventilation. Age-appropriate toys and learning resources are available in classrooms. The furniture looks to be stable and in good condition. The facility has a carbon monoxide detector, a smoke alarm, fully charged fire extinguishers, and operational telephones. LPA noticed that each child had a cubby. Per Director, the Center currently does not have any children with any medication. However, the Center does have a centralized medications storage box. LPA reminded the Director that children's medications should be appropriately labeled and kept out of the reach of children. First aid products are fully stocked and ready for use by children. All cleaning solutions, poisons, and other hazardous chemicals are kept in a place out of reach of children.

The Center has two toilets and two sinks for children. All toilets and handwashing facilities are in good operational condition and adequately sanitized. The outside play area is fully fenced, sanitary, and in good condition. Outdoor play structures are appropriate for the age group, in great shape, and clear of loose components. Climbing structures are securely anchored, and all play structures have comfortable padding beneath them to absorb any accidental falls. LPA discovered no bodies of water in the facility.
The facility had posted the required forms. (i.e., License, waivers, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities.) According to the Director, the Center does not provide food to the children. The facility has a water dispenser and paper cups that are easily accessible to children both inside and outside. All solid waste storage containers within the Center have an appropriate tight-fitting cover.
During the evaluation, ten random children's and personnel records were checked. A check of the facility's records revealed that each child's authorized representatives' names, addresses, and phone numbers are kept on file. In addition, each child's file has their immunization record, medical evaluation, and admission agreement. According to staff records, all staff or other persons who require caregiver background checks have gotten criminal records and child abuse index clearances or exemptions. Several members of staff have current CPR certification. Employees kept vaccination records and completed the required child abuse reporting training in accordance with AB1207. LPA reviewed the Director's and staff's educational credentials, and all personnel possessed the appropriate ECE units.
According to the Director, the Center conducts fire and earthquake drills at least once every six months, with the most recent one taking place on March 7, 2022.
The Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director was advised that a one-time General Training is also needed in addition to the AB1207 training that the License holder and any personnel employed are expected to undergo every two years. Training is available online at www.mandaterreporterca.com. In addition, the Director was reminded about pesticide training. On the DPR website, go to www.cdpr.ca.gov/shoolipm/childcare for further information.
LPA encouraged the Director to frequently visit the Licensing website at www.ccld.ca.gov for licensing regulations and new updates. Director can also email at childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list for the updates.
  • During the inspection, LPA obtained an up-to-date Personnel Report (LIC 500), IMS (Incidental Medical Service) plan, and new Director Jacqueline Wisecarver, Director's qualifications & paperwork. All documents requested should be sent to Licensing Office by June 10, 2022.

Today, no deficiencies have been identified. An exit interview took place, and the report was discussed with the new Director, Jacqueline Wisecarver. Today's report and notice of site visit will be emailed to the Director by the end of business on May 25, 2022. Receipt confirmation is necessary. LPA reminded the Director that the site visit notice had to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
