2, Licensing Program Analyst, LPA Yee conducted a required one-year inspection today. There are 21 children, licensee/Site Director Roseanne Bautista, TA, Cesar Abad present today. The purpose of the inspection was explained. The program operates on the campus of Roosevelt Elementary School. The preschool program uses classroom 33 on the upper campus. A fully qualified teacher is on break. The facility is out of staff/child ratio from 1:55 pm to 2:10 pm. LPA reminded the licensee that she needs to be in compliance with the staff/child ratio at all times. She said she understands.

The classroom has two toilets and two sinks available for children. Children's toilets and sinks are appropriate in size and height for children. The center has a variety of age-appropriate toys and materials for children are available in the classroom. Napping equipment is available for children. The outdoor yard is fenced. The facility is equipped with a smoke detector, a carbon monoxide detector. Per Roseanne, both detectors are working.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Currently, no children are taking medication but when there is a child with medication it is stored inaccessible to the children in the teacher area.

The center provides two snacks, parents bring lunch for their child. First aid supplies are available in the classroom. The isolation area is in the back corner of the classroom until parents arrive for pick up. The facility has posted the License, Menus, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Fire drills are conducted with the Elementary School and were last completed on January 17, 2020. An earthquake drill was conducted on October 17, 2019. A lockdown drill was conducted on November 21, 2019.

The facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA discussed the Mandated Reporter Training, AB1207 that was effective on 1/1/2018. All staff must take the training and keep the certificate on file. LPA obtained updated information on LIC500 and current phone number. LPA reminded the licensee that she has an annual fee due next month. A blank copy of the Center checklist was provided during the inspection.

See page next page for deficiencies cited today. This report was discussed and a copy was left with Roseanne. Notice of Site Visit was observed to be posted and shall remain posted for 30 days.
Facility was advised to post and provide copies of this report to parents and guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. All parents shall sign the LIC 9224 as proof of receipt.

H&S Code 1596.8662(b)(5) On and after January 1, 2018, a person who becomes an administrator or employee of a licensed child day care facility shall complete the mandated reporter training. All staff members need to take Mandated Reporter Training.
