1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On June 20, 2024, at approx. 9:15am Licensing Program Analysts (LPAs) Diana Alvarado and Maria Olguin-Leon met with Site Supervisor Ivonne Castillo for an unannounced annual inspection. Purpose of visit was explained. Present today was Site Supervisor, 7 staff and 20 preschool children. Staff and children capacity ratio requirements were observed to be in compliance today. Program runs a full-time preschool program and two part-time programs from Monday-Friday. Full time program runs from 8:00am to 4:00 PM, Part time programs run from 9:00 AM-12:00 PM and afternoon program from 1:00 PM – 4:00 PM. LPAs and Site Supervisor toured the classroom for health and safety hazards. Facility operates preschool program in Room #34, #35, and #36 on the site of Roosevelt Elementary School. Classrooms has proper temperature and ventilation. There are plenty of age-appropriate toys, furnishings, books, and learning materials all in good repair. Storage cubbies are available in classrooms for children to store personal items and belongings. Restrooms are in each classroom and equipped with working toilets and one sink with no running hot water. There are locked storage cabinets in restrooms. There are separate restrooms for staff on site. All cleaning products, chemicals and toxins are stored behind locked cabinets and inaccessible to children. All trash cans are equipped with tight fitting lids. Facility uses school playground which is equipped with swing set and slide/climbing play structure, per site supervisor playground area will be renovated this summer. Playground area is fenced and gated with a 5ft fence. Playground is properly equipped with tanbark to cushion falls. Facility also uses area outside classrooms which is equipped tables, ride-on toys, gardening and other age-appropriate toys in good condition. Outdoor flooring is concrete, dry grass and a small area with rubber to cushion falls. LPAs did not observe any pools, spas, or other bodies of water. Redwood City School District provides daily breakfast, lunch and snacks for children enrolled in program. LPAs observed snacks stored properly in cabinets and refrigerated to prevent contamination. Classroom is equipped with a refrigerator and sink. LPAs observed dishwashers in classroom #35 & #36 to have a large gap between dishwasher and cabinets, LPAs observed children’s labeled water bottles to use indoors or outdoors. Facility refills bottles from classroom sink.LPA’s advised site supervisor to cover gap. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed.Sick children are isolated near staff desk or in quiet area and away from other children.

LPAs reviewed sign in/sign out sheets located outside classroom entrance, each child has their own sign in sheet. LPAs reminded Director to have parents sign with full signatures. Facility has a fully charged fire extinguisher, working carbon monoxide detector. Classroom is equipped with a smoke detector that is inspected yearly. Facility has a landline and use cell phone for communication with staff and for emergencies.

LPAs reviewed 4 children’s records and 4 staff records. Children's records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Menus, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on May 17, 2024, and is properly documented. LPA collect an updated LIC500.

LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
