On March 20, 2023 @ 1:15 PM, Licensing Program Analyst (LPA), Maria Olguin-Leon conducted an unannounced annual inspection at the Sequoia Children’s Center (Infant Program), LPA met with Director, Alma Ortega and purpose of visit was explained. Facility is a preschool program center with a toddler option and Infant Center. Present for today’s visit was Director, 11 infants and 5 staff teachers. All teachers are qualified and have fingerprint clearance. Children's capacity ratio requirements were observed to be in compliance today. Hours of operation are Monday-Friday 7:00 AM-5:45 PM

LPA and Director toured the facility for health and safety hazards. Facility classroom is clean with proper ventilation. Large classroom is divided into 4 infants’ areas. Classroom has age-appropriate washable toys, furnishings, padded cushions all in good condition. There are three changing table that are kept clean, sanitized and in good repair. Children’s diapering supplies are maintained in changing table cabinet. Sleeping cots and six cribs are available for napping. Potty chairs are available for children’s usage. There is a bathroom for staff in the classroom. Parents provide formula, baby food, snacks and are properly labeled and stored with children’s names.

Classroom is equipped with a smoke and carbon monoxide detector and a fully charge fire extinguisher. Emergency Disaster drill is conducted monthly. Classroom has a fully equipped first aid kit. Children have their own labeled water bottles to use inside or outside. All cleaning supplies and toxins are properly stored and inaccessible to children. All storage containers for solid waste have proper tight-fitting lids. Working telephone is available on site.

Outdoor play area is free from dangerous conditions, play equipment is in good repair and age appropriate. Play area is properly fenced with locked gates. No pools or bodies of waters were observed.

LPA reviewed 5 children’s records and 5 staff records. All children's records were complete and include sleeping logs, needs & service plan, and infant sleep plans. Facility has posted the required forms (i.e., License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law (updated), and Emergency Disaster Plan). All staff have current with mandated reporter and First Aid/CPR certification. Isolation area for sick children is near cribs or butterfly classroom area. Sign in/out sheet was observed in classroom.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility has IMS policy on file with Regional Office.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Safe sleep was discussed and webpage provided: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director Alma Ortega of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.
