On March 10, 2020, at 9:10 am, Licensing Program Analyst (LPA) Van met with the Director, Marcia True, for an unannounced annual inspection. The purpose of the inspection was explained and was granted entry to the facility by the Director. This is a preschool program, present today are two teachers supervising 13 children. The facility is in compliance with the staff/children ratios today. Days and hours of operations for the preschool are from Monday - Friday 8:30 am – 3:30 pm, in room #16.

At 9:15 am, LPA inspected the facility for health and safety hazards. The Director was assisting LPA with the inspection when necessary. The center is safe, sanitary, and in good repair. LPA observed that the center has a sign-in / out record with legal signatures from the parent or authorized representative. The center has age-appropriate toys and learning materials that are available for children. All furniture and equipment are in good condition, free of sharps, loose or pointed parts. LPA observed no pools, spas, or other bodies of water at the facility. All disinfectants, cleaning solutions, poisons, and other items that are dangerous to children are stored inaccessible to children. The facility has a centralized smoke alarm, a carbon monoxide, a fully charged fire extinguisher, and a working telephone at the site. The facility has a bathroom, a total of two toilets, a large sink with two faucets. LPA observed that the toilets and sinks are in safe and sanitary operating conditions. LPA reviewed children's medication, the facility provides Incidental Medical Services (IMS). LPA reviewed storage and paperwork requirements with the Director, and observed medications are in a safe place inaccessible to children.

The outdoor playground area is in good repair. Play structures are free of any loose parts. All areas around or under high climbing equipment and slides are cushioned with material that absorbs falls. The facility has posted the required forms (i.e., License, menus, waivers, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan). Director states Fire and Earthquake drills are done each month, the last drill was logged on 02/12/2020.

Per the Director, there are no firearms, weapons, or pets at the center; the center provides a morning snack, and lunch is brought from home. The Pre-K children brought their water bottle from home, and the center also has a water fountain readily available for children. The food preparation area is clean, organize, and foods store appropriately.

At 10:20 am, LPA reviews the children's and staff's files, Care and Supervision of the Children, and Medication Policies. All children files have admission agreement, Emergency Identification, and Parents' Rights. A review of staff records during today's visit indicates that all staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. All staff have a record of valid Pediatric FirstAid/CPR card in file. Also, all staff have the required immunization and verification of the mandated child abuse reporting training as compliant with AB1207.

LPA reminded the Director that as of September 1, 2016. A person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles.

LPA reviewed AB 1207 with the Director. As of January 1, 2018, all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

ADA information was provided; US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to the publication. Pesticides training was also discussed (Information on the DPR website at www.cdpr.ca.gov/shoolipm/childcare).

No deficiencies are cited today. The copy of this report is reviewed and provided to the Director. Notice of site visit is posted and shall remain posted for the next 30 days.
