Licensing Program Analyst (LPA) conducted a case management inspection in response to an application for a capacity increase to 30 children, ages 3 through 5, all ambulatory. The applicant, Deborah Farrington, is requesting to add an additional room ("TK room") located inside the elementary school. Currently the facility is licensed for 15 children and uses a room located in a separate building on the campus. The Applicant is planning to have the younger preschool children ages 3/4 in the existing space and older children ages 4/5 in the requested TK space. Operating hours for the facility will be approximately 7 am to 6 PM, Monday through Friday, closed during summer and school breaks.
LPA Schnell toured the building and grounds with Farrington and site supervisor Arnott. Measurements of the existing indoor and outdoor space were taken, as well as for the requested additional indoor and outdoor space.
Existing Preschool indoor space has a total of 1085.05 square feet divided by 35 sq ft per child- can accommodate 31 children. Outdoor space has a total of 1624.372 divided by 75 sq ft per child-can accommodate 21 children. There is one toilet and 3 sinks available for children to use (1 sink, 1 toilet per 15 children). Based on measurements and number of sinks and toilets available, for the existing preschool room, there is currently a maximum capacity of 15 children, which corresponds to the current licensed capacity. There are water fountains available to children indoors and outdoors for drinking water, the playground has adequate shade, and enclosed by at least a 4 foot fence. The staff bathroom will be used for isolation of a sick child and a mat will be available to place a sick child on, away from other children present in the classroom. The existing preschool room has adequate tables and chairs for the children, as well as toys and equipment, including an adequately supplied first aid kit. Medications are stored in the kitchen area. Snack is provided only since this is a part day program operating unit 1:00 PM.

Additional room (TK room) indoor space has a total of 885.665 square feet divided by 35 sq ft per child- can accommodate 30 children. Outdoor space has a total of 8487 divided by 75 sq ft per child-can accommodate 113 children. The playground is located on the parking lot of the facility. The parking lot will be closed off with existing fencing and closed gates during operating hours of the school. There is one toilet and 1 sink available for children to use (1 sink, 1 toilet per 15 children). Based on measurements and number of sinks and toilets available, for the additional TK room, there is currently a maximum capacity of 15 children. There are water fountains available to children indoors and outdoors for drinking water, the playground has adequate shade, and is surrounded by at least a four foot fence. The purpose of the TK room is for having older preschool age children, ages 4-5. The staff bathroom will be used for isolation of a sick child and a mat will be available to place a sick child on, away from other children present in the classroom. The TK room has adequate tables and chairs for the children, as well as toys and equipment, including an adequately supplied first aid kit. Medications will be kept in the school office. Snack and lunch is provided by the parents This is a part day program operating unit 1:30 PM.
The operating hours for the facility are stated as 7 am until 6 PM , pending plans to add an extended care program as part of the services offered.
The applicant is requesting a waiver to share the outdoor space for the TK room, with the elementary school. Applicant understands that the TK room preschool children cannot commingle on the playground with the elementary school children and has submitted a playground schedule that shows designated times the preschool and elementary school will be using the outdoor space. A waiver will be granted for this shared space.
The following is being requested from the Applicant by 8/16/19:
-Updated Parent Handbook, Updated Admissions Agreement and Financial Agreement, Daily Schedules for each program and Sample snack menu

A fire safety clearance has been received for an approved capacity of thirty children (15 children in each classroom), ambulatory only. LPA Schnell will make a recommendation to approve the capacity increase for this facility to 30 children, ages 3-5, ambulatory only. And a waiver to share outdoor space with the existing elementary school will be approved.
