13 | Licensing Program Analysts (LPA's) Glenn Schnell and Marie Rodriguez conducted a complaint investigation inspection today for the purpose of delivering the findings to the above allegations. During the inspection of these allegations on multiple dates (June 19 and July 1 2019), LPA's toured the facility, conducted an evaluation of teacher child ratio, qualifications of staff, and care and supervision of the children. LPA's also reviewed facility records related to staff time sheet reports, authorized representative sign in/out logs, classroom attendance sheets, and child head count reports tracked by staff. LPA's discussed the above allegations with Assistant Director Janice Knight today.
Regarding the allegation of children being left unattended without direct visual supervision by staff; It was reported to the LPA's that there were at least three occasions observed on April 17, April 19 and on June 3, 2019 of children being left unattended. Only one of the three dates, April 19, was able to be confirmed by Director Engram as a possible date of occurrence, and this was during a special event at the facility that parents were invited to attend. For the dates of April 17 and June 3, those observations were reported to have occurred during transition times when classrooms were either combining or children were moving from indoor to outdoor play. LPA's were unable to corroborate any information provided for the three occasions to determine that children were left unattended without direct visual supervision by a teacher.
