On August 27, 2024, at approx.1:30pm Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Jerelyn Weber for an unannounced annual inspection. Purpose of inspection was explained. Present during today’s visit was Director, 4 staff and 10 children. Facility is operating within capacity and in compliance with staff/child ratio. All staff present in after school program have criminal background clearances. Facility operates an after school and preschool program. After school program hours are Monday - Friday 11:30am to 6:00pm.

LPA and Director toured the facility for health and safety hazards. Facility operates on the Ambrose Church facility. Facility is currently only using classrooms #3 and #5 for after school program and uses the parish hall for lunch. Classrooms are clean and orderly with proper temperature and ventilation. There are plenty of age-appropriate toys, child size furniture, learning materials, and art supplies. Storage cubbies are available for children to store personal belongings. Children’s restrooms are in each classroom, and all have working toilets and sinks for hand washing. There is no running hot water in children’s sinks. Restroom offer privacy for boys and girls. There is a separate staff restroom. All trash cans are equipped with tight fitting lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Outdoor play areas are equipped with age-appropriate climbing and two slide/climbing play structures, ride on toys and other outdoor play equipment all in good repair. Playground areas are cushioned with tanbark blue rubber foam to absorb falls. There are umbrellas and sunshades throughout outside playground areas to provide shade to children. The middle of playground area is equipped with artificial grass surrounded with cement for running and playing. The entire outdoors is completely enclosed with a 5 ft. wrought iron fence equipped with green mesh for privacy. Courtyard area is equipped with a basketball court. There are no pools, spas, or other similar bodies of water on the premises. Per Director, there are no weapons or firearms on the premises.

Children bring their own labeled water bottles from home and are refilled at two water stations located at playground and in courtyard. Children bring their own lunches from home and facility provides afternoon snacks for children in care. LPA observed monthly snack schedule to be posted. LPA observed snacks stored properly in cabinets and refrigerate to prevent contamination. First aid kit is fully stocked with medical supplies. Sick children are isolated in office and away from other children.

LPA reviewed electronic sign in/out sheet via ProCare app. Staff sign children into the after school program and parents sign their children out of care; using their telephones to scan QR code and a PIN #. Facility is equipped with fully charged fire extinguishers; and working carbon monoxide detectors located in each classroom. Smoke alarm is integrated into sprinkler system. Last emergency drill was conducted on 08/23/2024 and properly documented. Facility has a landline in each classroom and uses walkie talkies for communication with staff.

LPA reviewed 5 random children’s records 4 staff record. All the children's and staff files were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.
