Licensing Program Analyst (LPA) Andrea Medlin met with facility representative for this closing complaint investigation. Purpose of visit explained. Information gathered and obtained; staff interviews conducted; files and documents reviewed relevant to investigation. No children's interviews conducted due to the alleged violations happened in a classroom of children too young to be interviewed i.e. 2.5 years -3.5 years old. Based on review of staff files, staff have the appropriate educational requirements as verified. Interviews conducted revealed that staff do not yell at children, rather at times, they do have to raise their voices to get the children's attention when transitioning to another activity or if needed for another relevant situation, i.e children not listening or misbehaving. Per staff, the discipline policy is talking to the children, separating a child (while sitting with child) until ready to rejoin group, and redirecting children as needed. Facility does not use time outs. Children are taken the restroom on a scheduled basis but can also be taken as needed and it is denied that any child was ever refused to use bathroom. Facility provides snacks and meals for children and staff state children are given sufficient portions and if child requests more, additional snacks/food will be given.

Per director, each child brings their own reusable water bottle daily to the center and takes home at end of the day; it will be washed at home. However, if the water bottle is accidentally left at facility, director states it will be washed in dishwasher. It was also alleged that floors of the facility are dirty; on previous visit, LPA toured all the classrooms observed the floors and areas to be clean, safe, and sanitary. It is unknown specifically what the allegation is in reference to such as a specific area or classroom. Children's meals/snacks are served at the table and if food falls to the ground, it is not eaten and thrown away.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

This report is reviewed with facility representative and a copy of this report must be made available for public review upon request.

Notice of site visit shall remain posted for 30 days.
