Licensing Program Analyst (LPA) Marie Rodriguez conducted an announced case management inspection and an annual inspection. Center is located inside Room 1 of LEAD Elementary School (formerly known as Horrall School). Case management inspection is for an increase in capacity to 48 preschool aged children and a room addition of Room 6. LPA met with Principal Cristina Haley and Lead Teacher Miroslava Salmeron explained purpose of inspections. Present in the Classroom 1 were the Principal, Lead Teacher, and Teacher. There were no children present at time of inspection. Hours of operation are Monday to Friday 8:30am to 12:00pm for Room 1. Room 6 will operate Monday to Friday from 8:30am to 4:30pm.

LPA inspected Room 1 with Principal and Lead Teacher. There are no bodies of water, firearms, or weapons on the premises. Classroom is in good condition with proper temperature and ventilation and is free of any hazards. Furniture in classroom is in good repair. Classroom has age appropriate toys and equipment. Classroom has a wall heater that is properly barricaded. Napping mats are in good condition and are properly stored in main classroom. There is one bathroom in the classroom with one sink and toilet. A second sink is located right outside the bathroom. Bathroom appears to be clean, in good repair, and free of any hazards. There is a separate bathroom for staff usage on the premises. The outdoor play area is fenced for supervision with age appropriate toys and equipment in good condition. The play structure is age appropriate and in good condition with sufficient cushioning underneath.

All required postings and waiver are posted on the bulletin board of the classroom. Center only provides a morning snack from the school's food service. A menu is posted for the month. Food preparation area is clean and free of any toxins or contamination. Drinking water is available for children indoor and outdoors. All storage containers for solid waste have a proper lid. All cleaning products, chemicals, and toxins are inaccessible to children.

Last emergency drill was conducted on October 27, 2022. Emergency drills are conducted on a monthly basis in conjunction with the school's emergency drill schedule and are properly logged. School has a complete record of sign-in/out sheets by authorized pickup person. There is a working fire alarm system, a fully charged fire extinguisher, a smoke and carbon monoxide detector, and a working telephone available on site.

Ten children records reviewed were complete. All children have a record of emergency identification information on file. Two staff records reviewed were complete. All staff have a criminal record clearance on file through the school district. Staff's pediatric first aid/CPR certificates expire November 2022. Staff is scheduled to take a class this month to renew certificates.

LPA inspected Room 6 with Principal and staff.
Total useable indoor square footage of classroom measures at 941.06 sq ft divided by 35 sq ft equals 26 children. School is requesting a capacity increase of 24 children.

Classroom is observed today to be clean, safe, and in good repair. All furniture, toys, and equipment are observed to be age appropriate and in good condition. There is storage space for children's personal belongings and mats to be utilized for napping children. School will provide a sheet for children and parents will provide a blanket for their child. School will launder sheets and blankets at the end of each week. Classroom is equipped with a fire extinguisher and smoke and carbon monoxide detectors, and a fire alarm system. Garbage cans have tight-fitting lids. There is a first aid kit that is inaccessible to children. The classroom is adequately ventilated and free of insects and bugs.


There are two bathrooms with one toilet each and two sinks are accessible outside of bathrooms accessible for children. Bathrooms are observed to be clean and with no health and safety hazards. All sinks accessible to children deliver water that is no warmer than 120 degrees. There is a separate bathroom for staff usage on the premises. Drinking water is available for children indoors and outdoors. All toxins and other hazardous items will be stored inaccessible to children. Isolation of ill children will be in the nurse's office and staff bathroom will be used for an ill child.

LPA will approve increase of capacity to 48 children and addition or Room 6 as of today, November 10, 2022.

No deficiencies cited today under California Code of Regulations, Title 22, Division 12.

Principal was reminded about Mandated Reporter training available on CCLD website. Training must be completed every 2 years by all staff hired. Training can be taken online at
www.mandatedreporterca.com. If training is not available in native language, a statement can be written stating exemption until the translation is available.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
