Licensing Program Analyst (LPA) Marie Rodriguez conducted an unannounced annual inspection. LPA met with Principal Cristina Haley and explained purpose of inspection. School aged program is located in rooms T12 and T13 of the Turnbull Child Development Center. Center is located on the same property as College Park Elementary School. There is also a preschool aged program on the premises under license #410509079. Present in room T12 were two teachers and 15 children. Children only take a nap in room T12 and utilize room T13 for the remainder of the day. Center is operating within capacity requirements and in compliance with child to staff ratio. Hours of operation are Monday to Friday 12:00pm to 5:00pm during school days and 8:30am to 4:30pm during non-school days.

LPA toured and inspected rooms T12 and T13 with Principal. There are no bodies of water, firearms, or weapons on the premises. Classrooms are in good condition with proper temperature and ventilation and are free of any hazards. Furniture in each classroom are in good repair. Each classroom has age appropriate toys and equipment. There are two bathrooms in each classroom with a sink and toilet in each bathroom. There is also an additional sink in each classroom with a water fountain that is available for children's use. Bathrooms appear to be clean, in good repair, and free of any hazards. There is a separate bathroom for staff usage on the premises. The outdoor play area is fenced for supervision with age appropriate toys and equipment in good condition. Play structure is shared with the Preschool program and is in good repair with sufficient cushioning underneath. Napping equipment was in good condition and properly stored.

All required postings and waiver are posted on the bulletin board by the door of each classroom. School aged program only provides an afternoon snack which is catered through the food service program from College Park Elementary School. A menu is posted for the month. Food preparation area is clean and free of any toxins or contamination. All food is properly stored to avoid contamination. Drinking water is available for children indoor and outdoors. All storage containers for solid waste have a proper lid. All cleaning products, chemicals, and toxins are inaccessible to children.

Last emergency drill was conducted in December 2022. Emergency drills are conducted on a monthly basis in conjunction with the school's emergency drill schedule and are properly logged. School has a complete record of sign-in/out sheets by authorized pickup person. There is a working fire alarm system, a fully charged fire extinguisher, a smoke and carbon monoxide detector, and a working telephone available on site.

Ten children records reviewed were complete. All children have a record of emergency identification information on file. Four staff records reviewed were complete. All staff have a criminal record clearance on file through the school district. Teachers' pediatric first aid/CPR certificates expire in May 2023.

No deficiencies cited today under California Code of Regulations, Title 22, Division 12.

Principal was reminded about Mandated Reporter training available on CCLD website. Training must be completed every 2 years by all staff hired. Training can be taken online at www.mandatedreporterca.com.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
