On June 2, 2023 @ 08:09AM, Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced annual inspection at Peninsula Jewish Community Center Preschool. LPA met with Director Nicole Francis and purpose of visit was explained. Facility operates twelve preschool programs. Present for today’s visit was Director, 35 staff and 133 preschool children. Teacher and children capacity ratio requirements were observed to be in compliance. Program runs a preschool program from Monday-Friday from 8:00 AM-6:00 PM.

LPA toured the facility for health and safety hazards. There are twelve classrooms consisting of part time and full-time preschool programs, library, kitchen and multipurpose room. All classrooms are clean with proper ventilation. There are plenty of age-appropriate toys, furniture, books and learning materials all in good repair. There are children’s restrooms in the classroom with two working toilets and sinks for washing hands and no running hot water. There is a separate bathroom for staff usage on premises. Flooring in room #7 is separated in a small area of the classroom, LPA issued a technical assistance for repair. Facility outdoor play area consist of three play areas all separated by a fence. One area has an age appropriate play structure with sand and blue rubber flooring to cushion falls. Second play area is a black top used for riding bike and running, Third area is a play scape area with low level climbing rocks and sand area all in good repair and no safety hazards. All three areas are completely enclosed with a fence. There are no pools, spas, or other similar bodies of water on the premises. Per Director, there are no firearms or weapons on site.

The facility provides snacks for children. Snack menus are posted in classroom and changed monthly. LPA observed kitchen to be clean and equipped with stove/oven, sink and refrigerator. Food is properly stored to avoid contamination. Children have their own labeled water bottles to use inside or outside. Children refill water from water faucets. All cleaning supplies and toxins are properly stored in kitchen area and locked in cabinets and inaccessible to children. LPA reminded Director to keep all cabinets locked with child proof locks. Classroom has sufficient sleeping cots for all children and parents provides sheets and are taken home weekly for washing.

LPA reviewed 5 children’s records and 5 staff records. All children's records were complete with all required documents. Facility has posted the required forms (i.e., License, menus, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law (updated), and Emergency Disaster Plan). Last emergency drill was conducted on 04/19/2023 and properly documented. Drills are conducted on a monthly basis. Lead water testing has been submitted to our office.

Incidental Medical Services were discussed with Director, LPA observed medication to be properly stored in emergency backpack in classroom along with medical consent form. LPA reminded Director to check expiration date on medication. There are several first aid kits available in the classroom with plenty of medical supplies. Isolation area for sick children is in office area away from other children. Technical assistance was issued for storage containers, as some were missing tight fitting lids. Facility uses an electronic sign in/out system with individual pin numbers for each authorize representative. Classroom has a fully charged fire extinguisher and dual smoke/carbon monoxide detector which is integrated through the school. Facility is equipped with landlines in each classroom and uses walkie talkies for communication on site.

Director was reminded that all adults 18 and over living or working in the facility including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Director was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

As of today, no deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
