On June 27, 2024 at approximately 12:10pm, Licensing Program Analyst (LPA) Catrina Quimbo, conducted an unannounced, annual inspection. LPA met with licensee, Rosalind Bradford, and explained the purpose of the visit. Present during LPA's visit included licensee and 4 children (2 preschool age and 2 infants). Licensee is operating within capacity limits and ratio. Licensee has fingerprint clearance on file.

Hours of operation are Monday through Friday 7:30am to 5:00pm. The DAY CARE AREAS are living room (sleeping only), converted garage/main day care area, hallway bathroom, portion of the backyard and the front yard. The OFF LIMIT AREAS are the kitchen (pass by only), all three bedrooms and portion of the backyard. Off limit areas are appropriately barricaded.

With licensee, LPA inspected day care areas, indoors and outdoors, for health and safety hazards. LPA observed home to be in good repair with proper temperature and ventilation. There are a variety of toys, materials and equipment that are in good condition. LPA observed cleaning supplies, solutions and poisons made inaccessible, in home's high shelves. There is a fireplace in the living room that is made inaccessible to children. LPA observed kitchen cabinets to include child safety locks. LPA observed accessible cabinets in day care areas to be free of poisons. Tables and shelves with sharp edges include additional padding for safety.

Home is equipped with a fully charged fire extinguisher and multiple smoke and carbon monoxide detectors. LPA was unable to test carbon monoxide detector during visit. Per licensee, carbon monoxide detector is hard wire and connected to the local fire department.

Bathroom for children's use was observed to be clean. There is a diaper changing table in the main day care area. Per licensee, dirty diapers are disposed after each use to the garbage bin in front yard.

Children sleep in main day care area and living room. Sleeping cots are utilized for preschool children and infants. Sleeping cots do not block the entrance or exit to day care area. LPA observed children's sheets are placed on children's individual cots. Licensee maintains a sleeping log for napping infants. LPA observed sleeping log to include a 15 minute time stamp of when the infant was checked on while sleeping.

Backyard is entirely enclosed and fenced. LPA did not observe any pools or bodies of water in the backyard. Backyard is equipped with multiple outdoor toys and equipment that were in good condition. Flooring in backyard includes artificial turf that was observed to be in good condition.

LPA reviewed all four children's records. Children's records are complete with required immunizations and emergency information. Licensee's Mandated Reporter certification is current and will expire 05/2026. Licensee has a First Aid certification that was completed 01/2023 through the Menlo Park Fire Department. Per licensee, First Aid training with fire department also includes CPR certification. Licensee will provide LPA documentation that First Aid certification includes CPR, that is EMSA certified.

Licensing documents are properly posted and are available for review. Licensee maintains a child care roster that was made available for review during LPA's visit. Emergency disaster drills are conducted and are properly logged. Last disaster drill was conducted 04/14/2024. Per licensee, there are no weapons or firearms in the home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their
existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and
discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, Rosalind Bradford, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were issued today during LPA's visit. Licensee to provide LPA with proof that First Aid certification includes CPR certification. Licensee also to provide LPA with proof that certification is EMSA certified.

A notice of site visit was given and must remain posted for 30 days.
