On December 18, 2024 at approximately 8:25am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with licensee, Joyce Perez, and explained the purpose of the visit. Upon LPA's arrival, present in the home included licensee, licensee's two assistants and 7 children.

Licensee lives in the multilevel home with their spouse only. Adults living in the home have fingerprint clearance on file. Assistants present also have fingerprint clearance on file. Hours of operation are Monday through Friday 7:30am to 5:30pm. Main entrance to the day care area is through the side gate of the home.

At approximately 9:00am, 10 children were present (4 infants and 6 preschool age). Licensee is a large capacity and is operating within capacity limits and ratio during LPA's visit.

With licensee, LPA inspected day care areas for health and safety hazards. The DAY CARE AREAS are located on the ground level of the home only that include the main day care area, bathroom, and backyard. The OFF LIMIT AREAS are the garage, storage shed in backyard, and entire second level of home. Off limit areas are made inaccessible with a child safety gate and/or locked door. There are stairs in the home with that are made inaccessible with a child safety gate.

LPA observed day are areas to have a variety of toys and equipment that are in good condition. There is furniture for children's use that are age appropriate. LPA observed home to have a variety of materials and activities for children that are in good condition.

Day care areas are in good repair with proper temperature and ventilation. Flooring in day care area includes carpet and soft padding that are in good condition, free of stains. Per licensee, carpet is vacuumed daily. LPA observed electrical outlets in day care areas to be made inaccessible to children with child safety covers. LPA observed cleaning solutions and poisons to be stored in home's high shelves and/or behind child safety locked cabinets.

LPA observed bathroom for children's use to be in working condition. Cabinet in bathroom includes a child safety lock. LPA observed garbage bin with a tight fitting lid. There is a diaper changing table for children in diapers. LPA observed diapers to be stored appropriately, labeled with children's individual names. Per licensee, dirty diapers are disposed of daily.

Children sleep in the main day care area. Younger infants sleep in cribs and preschool children sleep on cots. LPA observed infants laying in cribs to be free of loose articles and materials. LPA observed cribs to have mattresses with tight fitting sheets. LPA observed cribs do not block or hinder the entrance or exit of the home. Sleeping logs are maintained for infants. Sleeping logs document the initial time the infant falls asleep and one 15 minute time stamp of when the infant is checked by staff. Sleeping log also includes the initials of the staff checking on the infant. LPA reviewed sleeping logs from March 2024 through present. LPA reminded licensee sleeping logs must document every 15 minutes of when the infant is checked on while sleeping.

Preschool children sleep on cots. Sheets and blankets for children sleeping on cots are provided by licensee and laundered weekly. Per licensee, cots are sanitized daily.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA observed a fully charged fire extinguisher, fire alarm system, first aid kit, smoke detector and carbon monoxide detector. Carbon monoxide detector was tested during LPA's visit and was observed to be in working condition.

Backyard is fully fenced and enclosed. Backyard includes a variety of outdoor toys and equipment that are in good condition. LPA did not observe any pools, spas or bodies of water on site.

Licensee provides a food service that incudes breakfast, lunch and snack. Reusable plates and utensils are utilized for children that are sanitized daily in home's dishwasher.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee has licensing documentation properly posted and available for review. Licensee's childcare roster is also posted and made available for review. Disaster drills are conducted and documented. Last disaster drill was conducted 12/17/2024. Per licensee, there are no weapons or firearms in the home. Per licensee, no overnight care is provided.

LPA reviewed facility records that included seven random children's records. Children's records are complete with emergency contact information. LPA observed licensee and both assistants present have a current CPR/First Aid certification. LPA observed licensee's Mandated Reporter certification is also current, and available for LPA's review during visit.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, Joyce Perez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were issued today during LPA's visit.

A notice of site visit was given and must remain posted for 30 days.
