On 8/23/2024 Licensing Program Analysts (LPAs) Basak and Quimbo met with the Director, Kristen Mcalister for an unannounced annual inspection. The purpose of the inspection was explained, and LPAs were granted entry. The director and 11 staff were present during LPA’s visit. There were no children during the time of inspection as this week is a teacher's in service week. Per the director children will start on 8/27, Tuesday. The facility operates the childcare from Monday - Friday 7:30 am to 5:00 pm.

According to the director, the facility is using an electronic sign-in/out app called "Transparent Classroom". LPAs observed the facility has licensing documents posted and visible to the public. The facility has a functioning telephone.

Preschool program operates in 3 classrooms: Redwood classroom (3-6 year olds), Pine classroom (3-6 year olds), and Young Children's classroom (18 months to 36 months). Program also utilizes a multi-purpose cottage in outdoor area.

LPAs inspected 2 preschool, 1 toddler room and 2 outdoor playgrounds with the director. LPAs observed facility has multiple smoke and carbon monoxide detectors, and multiple fully charged fire extinguishers in size 2A10BC located in classrooms. LPAs verified with the director the facility has an emergency drill log, and the last drill was conducted on April 23, 2024. Per the Director, drills are conducted every month.

LPAs observed all cleaning supplies and other chemicals are stored inaccessible to the children in facility's high shelves. LPAs verified the facility has a fully stocked first aid kit available in the classrooms.



According to the director, there is only one child with allergies. LPAs checked and observed that the medication was in the original box, updated, included consent form and properly stored in a locked container.

LPAs observed the facility has age-appropriate furniture, play, and educational materials for children in each classroom. The facility floor and rugs are in good condition and free of any hazards.

LPAs observed all bathrooms are sanitary and in working condition and the water temperature was proper. The facility has sufficient sleeping mats for children. According to the director, the facility provides lunch and snack with the external food provider.

LPAs observed there is water available for children to refill the water bottles in the playground as well as in the classrooms. The facility has a separate playground for preschooler and toddlers. LPAs observed outdoor play areas and play structures are free from health and safety hazards, no sharp edges, no broken or cracked parts on the structures and the playground, and no tripping hazard was observed. There are a variety of play and sports equipment available for children in outdoor playgrounds. There are also sheds/bins and storage areas for the toys when they're not being used.

The LPAs reviewed the facility’s records, 5 random children files, and 5 staff files. All required papers/forms were available in the children’s folder, including Immunization records, LIC 700. LPAs reviewed the qualification requirements of the staff, CPR, and Mandated Reporter Training and, LPAs observed the completion certificates on file. Staff on site have a current CPR/First Aid certification.

LPAs also confirmed staff’s criminal record clearance on the Guardian website during the visit.

The director is aware that all staff is required to complete Mandated Reporter Training every two years. LPAs advised the director the training can be obtained online at www.mandatedreporterca.com

LPAs encouraged the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

The facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Safe Sleep - Child Care Centers and Family Child Care Homes
LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
The Director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited today under CCR, Title 22, Division 12, Chapter 3.

A notice of site visit was given and must remain posted for 30 days.
