On 12/19/2024, at approximately 1:30PM, Licensing Program Analysts (LPAs) Jonathan Tse and Diana Alvarado conducted an unannounced annual visit at the facility. LPAs met with Health and Safety Director Christina Gumina (D1) and explained the purpose of the visit. Present during the visit was D1, three teachers, and 15 school-age children. This facility is managed by Bright Horizons. This facility is a combination center, with a preschool center (license #414002366) and an infant center (license #414002368). The facility is operating within staffing and ratio requirements on this day. The facility’s operating hours are from 6:30AM to 6:30PM.

LPAs inspected the facility for any health or safety hazards. Children utilize the Lions Room. There are fully charged fire extinguishers that are at least size 2A10BC present in the facility. There are carbon monoxide detectors present in the classroom. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. There are temperature and ventilation controls available for the comfort and safety of children in care. Emergency exits are clearly labeled and visible. The surface of the facility’s floor was observed to be clean and free of loose debris.

LPAs observed there to be age-appropriate toys and learning materials present. Children have access to toys and art supplies. There are lockers available for each child that are labeled. Furniture was observed to be free of rough or sharp edges. Children nap on mats that are stored in lockers. Water bottles are brought from home and are refilled at the facility as needed. The facility provides lunch and AM/PM snacks for children in care. Food allergies and dietary preferences are posted where accessible to staff. There are first aid kits stored in the facility that are attached to emergency backpacks.

The outdoor play area was under maintenance during today’s visit and was not in use by children in care. There are age-appropriate toys and equipment present. There is a play structure present that is cushioned with resilient padding. There is a cart available to store children’s water bottles. The outdoor play area is enclosed by a fence that is at least four feet high. There are no swimming pools or other similar bodies of water present in the facility.

LPAs reviewed three staff files, five children’s files, and facility records. There is at least one staff member present with current Pediatric First Aid/CPR training. Bright Horizons has an alternative Mandated Reporter Training that has been approved by the Department. All staff have current Mandated Reporter Training certificates available for review. All staff have qualifications and immunization records available for review. Children’s files are maintained digitally and were observed to be complete. Children are signed in with paper sign-in/out sheets that are present in the entrance of the classroom. All required documents were observed to be posted and accessible for review upon entry to the facility.

The facility tested its fixtures for lead on 12/17/2022 before the deadline of 1/1/2023. No exceedances of lead were found in any of the tested fixtures.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s visit on 12/19/2024. A notice of site visit was given and must remain posted for 30 days.
