On June 22, 2023 at approximately 12:15pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with director, Veronica Vasquez, and explained the purpose of the inspection.

Hours of operation are Monday through Friday 7:00am to 6:00pm. Present during visit included director, 7 teaching staff, and 45 preschool children. Facility is operating within capacity limits and ratio during LPA's visit. All staff present have fingerprint clearance on file.

Program is licensed in 3 classrooms: Chicks (2-3 year olds), Pandas (3-4 year olds), and Caterpillars (4-5 year olds). With director, LPA inspected the day care areas, indoors and outdoors, for health and safety hazards. Upon LPA's arrival, children in each classroom were going down for nap time.

LPA observed classrooms to be clean and properly ventilated. Each classroom was observed to have a variety of toys and materials that were in good working condition. Furniture was found to be age appropriate. LPA observed cleaning supplies, poisons, and any other chemicals to be stored in classrooms' high shelves, labeled.

Storage for children's belongings are located inside each classroom, labeled with children's individual names. Classrooms are equipped with fully charged fire extinguishers and fire sprinklers. Per director, classrooms have a dual smoke/carbon monoxide detectors implemented in ceiling. LPA observed detectors in classroom's high ceilings.

Each classroom has a bathroom that was observed to be in proper working condition, equipped with appropriate sanitation products. Chicks classroom includes a diaper changing table that is within arm's reach to a sink. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. LPA observed garbage bins in classrooms to have tight fitting lids.

Program utilizes cots for napping children. Per director, sheets and blankets are sent home weekly or as needed. Cots are sanitized daily.

Outdoor area is separated into three separate outdoor playgrounds--one playground for each classroom. Entire outdoor area is entirely enclosed with an at least 4 ft. high fence. Outdoor area is equipped with a variety of outdoor toys and equipment that were observed to be age appropriate. Caterpillar playground includes a play structure that has resilient padding underneath. Additional padding is installed throughout playground for additional safety. Per director, children's outdoor toys and materials are sanitized weekly or as needed. Staff utilize an emergency backpack that is brought from indoors to outdoor area daily. LPA observed emergency backpack to contain children's emergency information and first aid supplies.

Water is made available to children both indoors and outdoors with children's individual water containers. Water can be refilled through filtered water pitchers provided by program. Program provides a food service that includes snack only. Children's families provide children's lunches. LPA observed children's personal belongings to be labeled with their individual names. LPA observed facility's food prep area to be clean, free from any poisons or chemicals that may contaminate food.

Children are signed in and out of facility by authorized representative's written signatures, located in front entrance of center. LPA observed children to be properly signed in on date of LPA's visit. Facility has license documentation and information properly posted and available for review. Emergency disaster drills are conducted and are properly logged and documented.

LPA reviewed facility records that included 10 children's records. Children's files have record of emergency identification information on file and required immunizations. LPA also reviewed staff records that included the teaching staff present. All teaching staff on site have current CPR/First Aid certifications and required teacher qualifications.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to maintain posting requirements shall result in an immediate civil penalty of $100.
