NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On December 30, 2021 at 10:00am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an announced, case management inspection. LPA met with licensee and director, Elizabeth Villagomez and explained purpose of the inspection. Licensee currently rents the preschool classroom from the church, Grace Evangelical Lutheran. Facility is currently licensed for 24 preschool children. Licensee requested to increase licensee's capacity to 42 children and adding facility's "Kindergarten" classroom. Capacity increase application was received November 24, 2021. Facility received a fire clearance for 42 children on December 13, 2021. Present during inspection were licensee, 1 teacher, and 1 potential teacher to be hired. No enrolled children were present. Facility was inspected indoors and outdoors for health and safety hazards and measured to calculate capacity. LPA and licensee inspected facility that included preschool classroom, kindergarten classroom, boys restroom, girls restroom, and 2 outdoor areas. Per licensee, elementary school has permanently closed and preschool has access to additional space. LPA observed classrooms to have fire alarm system, smoke and carbon monoxide detector, fully charged fire extinguisher and fully equipped First Aid kit. Classroom to be added (kindergarten classroom) has one sink children have access to. LPA observed classroom to have sufficient temperature and ventilation. Classroom is equipped with a variety of age appropriate toys and materials that are in good condition. Total useable indoor area for classroom measures to 705.24 sq ft equaling 20 children. There is sufficient storage space for children's personal belongings inside the classroom. (Continue Report on Page 2...)

Enrolled children have access to facility's two bathrooms (boys and girls restroom) that are clean and sanitary. Boys restroom has 2 toilets, 2 sinks while the Girls restroom has 3 toilets and 4 sinks. LPA observed bathrooms, toilets and sinks to be clean and sanitary. Garbage cans have tight fitting lids.

Current outdoor area used for children measures 2750 sq ft allowing for a capacity of 26 children (area does not include play structure on site). LPA measured additional outdoor area located directly outside of preschool and kindergarten classroom. Total useable space for outdoor area #2 measures for 1,728.22 sq ft equaling 23 children. LPA observed outdoor play area #2 to be in good condition, equipped with age appropriate materials and fully fenced. Water is made available to children both indoors and outdoors.

During inspection, Licensee provided LPA with:
-Updated lease agreement addendum between licensee and Grace Evangelical Lutheran Church
-Revised and updated capacity increase application
-Revised and updated administrative organization
-Updated monthly operating statement
-Updated personnel report

Capacity increase of 44 children has been approved on this date. An exit interview was conducted with licensee, Elizabeth Villagomez. No deficiencies were issued today under Title 22, Division 12 of the California Code of Regulations. A copy of this report along with appeal rights and notice of site visit will be provided to licensee via email. Licensee was reminded to post the notice of site visit for 30 days.
