On June 14, 2023 at approximately 8:15am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with director, Julie Picardal, and explained the purpose of the inspection.

During LPA's visit, preschool program was on summer break. Program was operating a summer program during LPA's visit. Hours of operation are Monday through Friday 7:30am to 3:30pm. Upcoming school year hours of operation will be 7:30am to 5:00pm.

Program is licensed to operate in 3 classrooms: Wise Owls A (part time 4 year old), Wise Owls B (full time 4 year old), and Caterpillar (3 year olds) classrooms. Currently in use during summer program are Wise Owls B and Caterpillars classroom.

Present during LPA's visit included director, 3 teaching staff and 13 preschool children. Facility is operating within capacity limits and ratio during LPA's visit.

With director, LPA inspected the current day care areas, indoors and outdoors, for health and safety hazards. Classrooms were observed to be clean and properly ventilated. Classrooms are sectioned into multiple areas that include an art, math, writing, reading and play area for children. LPA observed each section to be clean, free of any hazards or poisons. There are multiple storage areas for children's personal belongings, each labeled with children's individual names. LPA observed poisons, cleaning supplies and other hazardous materials to be stored inaccessible to children, in classroom's high shelves.

Classrooms are equipped with a fully charged fire extinguisher, fire sprinklers, fire alarm system and working smoke and carbon monoxide detectors. Each classroom includes a separate children's bathroom that is equipped with appropriate toileting equipment and sanitation products. LPA observed bathrooms to be in proper working condition. Sinks do not provide water that is warmer than 120 degrees Fahrenheit. LPA observed garbage bins in classroom and in bathroom to have tight fitting lids.

LPA observed electrical outlets in classrooms to be made inaccessible with child safety covers. Children's desks that open were observed to have child safety locks for additional safety.

Program utilizes mats for napping children. Per director, sheets and blankets are provided by program and are laundered daily. LPA observed mats to be appropriately stored in classrooms.

Entire outdoor area is entirely enclosed with an at least 4 ft. high fence. Outdoor area is equipped with a variety of outdoor toys and equipment that were in good working condition. LPA observed outdoor area includes a sandbox that was properly covered when not in use. Staff utilize an emergency backpack that is brought from indoors to outdoor area daily. LPA observed emergency backpack to contain emergency supplies and children's emergency information.

Water is made available to children both indoors and outdoors with children's individual water containers. Children who do not have their water containers are provided water bottles by program when needed. Facility has completed required lead water testing. Affected water fixtures were observed to be replaced. Lead levels were retested to be normal. Program does not currently provide a food service. Children's families provide children's meals including snack and lunch.

Children are signed in and out of facility by authorized representative's written signatures, located outside each classroom. LPA observed children to be properly signed in on date of LPA's visit. Facility has license documentation and information properly posted and available for review in each classroom. Emergency disaster drills are conducted and are properly logged and documented. Last emergency disaster drill was conducted 05/11/2023.
LPA reviewed facility records that included 6 children's records. Children's files have record of emergency identification information on file and required immunizations. LPA also reviewed staff records that included the teaching staff present. All teaching staff on site have current CPR/First Aid certifications and current Mandated Reporter certifications. Staffs' required immunizations were also made available for review.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to maintain posting requirements shall result in an immediate civil penalty of $100.
