On January 22, 2024 at approximately 8:50am, Licensing Program Analyst (LPA) Catrina Quimbo, conducted an unannounced, annual inspection. LPA met with site manager, Paul Biggs, and explained the purpose of the inspection.

Program is a combination center of a preschool and an infant program. Hours of operation are Monday through Friday 7:00am to 5:30pm. Under the preschool license, there are 5 classrooms, 3 that are currently in use: Early Preschool (Room #3), Preschool 1 (Room #4), and Preschool 2 (Room #7). Under the preschool license, there are 35 preschool children present with 9 teaching staff. Facility is operating within capacity limits and ratio during LPA's visit. All staff present have fingerprint clearance on file.

With site manager, LPA inspected the day care areas, currently in use, for health and safety hazards. Children are enrolled in the classrooms based on age. LPA observed all classrooms have appropriate temperature and ventilation.

All classrooms were observed to be clean, equipped with appropriate toys, materials and furniture. Classrooms are sectioned into area for dramatic play, art, quiet area and circle time. Flooring in classrooms includes carpets and rugs that were observed to be clean and in good condition. Garbage bins in classrooms have tight fitting lids. LPA observed cabinets and drawers in classrooms to have child safety locks installed. LPA also observed poisons, cleaning solutions and chemicals were made inaccessible to children behind the child safety locked cabinets.

Early Preschool and Preschool 2 have their own bathrooms. Children in Preschool 1 use a children's bathroom in the outdoor area. LPA observed all bathrooms to be in working condition. Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. LPA observed bathrooms to be in proper working condition, equipped with appropriate sanitation materials.

All classrooms were observed to have licensing documents to be properly posted and made available for review. Children are signed into program with authorized representatives' written signatures. LPA observed children to be properly signed in on today's date. All classrooms include a fully stocked first aid kit, emergency backpack, fire sprinklers, fire alarm system and multiple dual smoke/carbon monoxide detectors. LPA was unable to test detectors due to placement in high ceilings.

There is a shared outdoor area for children's use. Outdoor area includes a play structure that has resilient padding underneath. LPA observed outdoor area to have appropriate outdoor toys and materials that were were in good condition. LPA did not observe any bodies of water on site. Water is made available to children outdoors with disposable cups and filtered water pitchers that are refilled on site.

LPA reviewed facility records that included 5 random children's records and records for teaching staff present. LPA observed preschool records to be complete with emergency identification information. Teaching staff records were also complete. Staff records include current Mandated Reporter teaching certifications, required immunizations and current teaching permits. All staff present have a current CPR/First Aid certification. LPA reminded site manager Mandated Reporter certifications must be renewed every two years and must be completed by all staff working with children.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with director and
discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were issued during today's visit. A notice of site visit was given and must remain posted for 30 days.
