On January 4, 2024 at approximately 8:25am, Licensing Program Analysts (LPAs) Catrina Quimbo and Melissa Zaragoza, conducted an unannounced, annual inspection. LPAs met with center director, Kristina Oshita, and explained the purpose of the inspection.

Facility is a combination program of an infant and preschool license. Program operates in 4 classrooms: "Toddler 1", "Toddler 2", "Wobblies", and "Infant". Under the infant license, the program operates in "Toddler 1", "Wobblies" and "infant" classrooms. Under the infant license, there are 22 children present with 8 staff.

The facility was inspected, indoors and outdoors, for health and safety hazards. Hours of operation are Monday to Friday 7:00am to 5:00pm.

LPAs observed classroom to be clean, equipped with age-appropriate materials, toys and furniture. Classroom is appropriately ventilated with proper temperature. LPAs observed all poisons, cleaning solutions and hazardous materials to be stored inaccessible to children on facility's high shelves. There is a shared storage space area in between Toddler #1 and Toddler #2 that stores children's belongings. Also, a shared storage space between " infant" and " wobblies". LPAs observed children's materials to be labeled with their individual names and photos of the child.

There is also a shared bathroom between Toddler #1 and Toddler #2 that includes toilets and a diaper changing stations. Both infant and Wobblies classrooms have designated diaper changing tables. LPAs observed toilets to be in working condition. Area is equipped with appropriate sanitation products. The diaper changing station is within arm's reach to an adult sink. Garbage bins in both the bathroom and classrooms were observed to have tight fitting lids.

Facility is equipped with multiple fully charged fire extinguishers, multiple fully stocked first aid kit and carbon monoxide detectors. Facility is also equipped with a fire alarm system implemented by building. LPAs were unable to test carbon monoxide detector during visit as detectors were in classrooms' high ceilings. Director to provide LPA with documentation carbon monoxide detector is in working condition.

There is also a shared kitchen/food preparation area between Toddler #2 and Toddler #1. Also, there is a shared kitchen/food preperation area between "Wobblies" and "Infant" classes. Facility provides a food service that includes a morning snack, lunch and afternoon snack. Food is prepared in shared kitchen area. LPAs observed kitchen area to be clean and equipped with utensils and materials that are sanitized daily.

LPAs observed poisons, cleaning solutions and poisons to be inaccessible in classroom. Children in "Wobblies class" sleep on cots that is appropriately stored. Children's sheets, blankets and materials are provided by program and are sanitized weekly or as needed. Infant classroom children have a designated napping area. LPAs observed napping area to include cribs that were free of loose articles and materials. Sleeping logs are maintained for napping infants. Sleep logs include the 15 min time check of when napping infant was last checked on.

Outdoor area is shared between both Toddler #2 and Toddler #1 classrooms on a rotation schedule. "Wobblies" and "infant" classes share another separate outdoor area from toddler area. LPAs observed outdoor area to be fully fenced and equipped with appropriate outdoor toys and materials. There are play structures that are in good condition and have resilient padding underneath. Storage sheds in outdoor area are made inaccessible with child safety locks. Water is made available to children both indoors and outdoors through water bottles that can be refilled on site through water stations.

Licensing documents were observed to be properly posted and made available for review through facility. Emergency drills are conducted monthly and are properly documented. Children are signed into and out of program with electronic signatures. Director was able to provide LPAs with sign in/out records from a previous month.

LPAs reviewed facility records that included 5 random children's records and 8 random staff records. LPA observed children's records to be complete. Staff files were also observed to be complete with proof of required immunizations and educational transcripts. Director was reminded staff who do not have any record of Early Childhood Education transcripts are not counted towards teacher to child ratio. Director was also reminded Mandated Reporter training must be renewed every 2 years by all staff who work with children. Multiple staff on site have a current CPR/First Aid certification.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with director and
discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today's visit. A notice of site visit was given and must remain posted for 30 days.
