Licensing Program Analyst (LPA) Mok conducted an unannounced inspection today. LPA met with a licensee, Theingi Lim. The purpose of the inspection was explained to her. There were 36 children with 4 staff present. The facility was licensed for a Preschool program that was run in Room 3, 4 and 5. This program is operated on a school district site at Colma Elementary School site. The operation hours are Monday to Friday from 7AM to 6PM. LPA inspected the facility for health and safety hazard. The facility was clean and in order. Temperature and lighting were adequate. All toxins and harmful objects were either locked and made inaccessible to children. There were plenty of age-appropriate toys, books, learning material, cubbies, and children’s furniture available in each classroom. First aid supplies were available in each classroom. There was a children’s bathroom with 3 toilets and 2 sinks in classroom 5. Children needed to come to classroom 5 whenever they need to go to the bathroom. The facility also has a women bathroom at the school site that is closed to the facility for the day care children. The bathroom is reserved for the preschool program only. Preschool’s staff needs to enter the bathroom with the key. The bathroom has 3 toilets and 4 sinks in its. Children bathroom was clean and free of harmful objects. Facility has a separate staff bathroom on site. All electrical outlets were covered. Mats are available for napping. Drinking water was served in a water pitcher with cups in each classroom. Water fountain available in each classroom as well. The facility provides lunch and snacks to children, but children also might bring their own food to school if needed. Food preparation area and food in the refrigerator were inspected during the inspection. The outdoor space is adjacent to all classrooms. The outdoor play area is completely fenced and installed soft cushioning to the entire ground to prevent injury. There were plenty of age-appropriate play house, play structure, toys, and ride-on-toys available for children. There is a shaded area at the playground. Discipline policy is time-out and communication. Per licensee, they have no weapons, guns or pet in the facility. At least a staff has current CPR/First aid training on site, it will expire in 3/2020. A fire drill is conducted at least 2 times a year. The latest drill was conducted on 6/7/2019. Medication box was stored in a cabinet that was inaccessible to children in room 5. The isolation of a sick child when they wait for parents to pick up was located at the staff office in room 5. Per licensee, there were 2 children on special medication. This facility provides Incidental Medical Services - IMS. LPA reviewed storage of medication and equipment/supplies and reviewed children's, personnel, and administrative record. Children files and rosters were reviewed. LPA also obtained a copy of the roster from licensee during the inspection. Sign in/out sheets were reviewed during the inspection. All required postings were posted. All staff met the staff immunization requirement and mandated reporter training (AB1207).
