On October 27, 2022 at approximately 2:35pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, case management inspection. LPA met with site supervisor/program manager, Ruby Andrade, and explained the purpose of the visit. Facility requested to increase capacity from 80 school age children to 120 school age children (TK to 5th grade).

The facility will operate Monday through Friday from 2:40pm to 6:00pm and Thursdays from 1:45pm to 6:00pm. Newton program operates on Lower Laurel Elementary School that follows the Menlo Park City School District. Newton Program is licensed to operate in classrooms B2, E1, E2, E3, F1, F2, F3, G3, G6 and Multi-purpose room (gym). School district received fire clearance 10/11/2022.

The school age program is exempt from requirements for indoors and outdoor space square footage, fencing, and toilet/sink ratios. No measurements were taken during LPA's visit. The facility was inspected, indoors and outdoors, for health and safety hazards.

Classrooms currently being used are F3 (TK), B2 (Kindergarten), G6 (1st grade), and Multi-purpose room/gym (2nd grade). LPA observed each classroom to be clean, equipped with age appropriate materials and furniture that were in good working condition. Classrooms have working carbon monoxide detectors, fully charged fire extinguishers, and fire alarm system that is installed by school district.

LPA observed each staff member to have Newton emergency backpacks for each grade/group. Emergency backpacks include first aid kits, emergency contact information and children's incidental medication. LPA observed poisons, cleaning solutions and hazardous materials to be stored inaccessible to children in classroom's high shelves.

LPA observed classrooms to use school district garbage cans/bins that are disposed of daily by school district site's janitorial services. LPA also observed at least one classroom occupied by Newton program to have a separate garbage bin with a tight fitting lid.

Storage for children's belongings are either located inside or outside the classroom. Water is made available indoors and outdoors through accessible water fountains and/or children's individual water bottles.

There are multiple restrooms on site for Newton program's use. Restrooms are located outside multipurpose room, B2, and "E pod". Restrooms allow for individual privacy and are cleaned daily by school district site's janitorial services. There is a separate restroom in the "F pod" area that is used by school district site's TK program. Newton program does not currently have access to TK restrooms located in "F pod". Per site supervisor, children will use other restrooms Newton program currently has access to.

The entire outdoor area of the school is enclosed by a fence that is at least four feet tall. Newton program has use of 2 playgrounds, 1 that is exclusive (located near G6) and 1 that is shared with school district site's TK program (located near B2). Site supervisor is aware children from different programs are not to co-mingle with Newton program children. LPA observed play grounds to be equipped with climbing structures that have resilient padding underneath. Site supervisor is aware all enrolled children using the playgrounds will always be supervised and monitored. Per site supervisor, children stay among their groups with Newton staff at all times.

Site supervisor was reminded that all adults, 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

After today's visit, LPA will approve capacity increase for 120 school age children.
