On May 16, 2023 @ 08:16AM, Licensing Program Analyst (LPA) Maria Olguin-Leon conducted an unannounced annual inspection at St. Pius Preschool. LPA met with Assistant Director Veronica Orta, and purpose of visit was explained. Facility operates three preschool programs in two preschool classrooms on the site of St. Pius Church. Director arrived at approximate 9:00 AM. Present for today’s visit was Director, 5 staff and 33 preschool children. Teacher and children capacity ratio requirements were observed to be in compliance. Program runs a preschool program from Monday-Friday from 7:30 AM-5:00 PM.

LPA toured the facility for health and safety hazards. There are two classroom used for preschool program, Classroom #1 is divided into the Red group and Blue group classroom. Classroom #2 is the yellow classroom. Classrooms are clean with proper ventilation. There are plenty of age-appropriate toys, furniture and learning materials all in good repair. There are children’s restrooms in the classroom with working toilets and sinks for washing hands and no running hot water. There is a separate bathroom for staff usage on premises. Facility outdoor play area has an age-appropriate play structure located behind building and is in good repair and no safety hazards. Outdoor area is equipped with a garden for children. Both areas are completely enclosed with a 5 ft. gate. There are no pools, spas, or other similar bodies of water on the premises. Per Site Supervisor, there are no firearms or weapons on site.

The facility provides snacks for children. Snack menus are posted in classroom and changed monthly. LPA observed kitchen is equipped with a sink and refrigerator. Food is properly stored to avoid contamination. Children have their own labeled water bottles to use inside or outside. Facility offers filtered water to refill water bottles. All cleaning supplies and toxins are properly stored in kitchen area and locked in cabinets and inaccessible to children. Kitchen is barricaded with a locked door. Classroom has sufficient sleeping mats for all children and facility provides sheets that are washed every other week.

LPA reviewed 5 children’s records and 5 staff records. All children's records were complete with all required documents. Facility has posted the required forms (i.e., License, menus, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law (updated), and Emergency Disaster Plan). Last emergency drill was conducted on 04/04/2023 & 04/05/2024 and are properly documented. Technical Violation was issued today for lead water testing. Per Director, Leigh Masi water lead testing is scheduled for 06/09/2023 and reports will be sent to our office.

Incidental Medical Services were discussed with Director, LPA observed medication to be properly stored in a lock kitchen cabinet with proper labeing l and medical consent form. There are several first aid kits available in the classroom with plenty of medical supplies. Isolation area for sick children is on bench in outdoor courtyard. All storage containers for solid waste have a proper lids. Classrooms have a complete record of sign-in/out sheets with full signatures of authorized drop off/ pickup person. Classroom has a fully charged fire extinguisher and smoke detector which is integrated through the school. Carbon monoxide detector was tested and in working condition. Facility is equipped with a wi-fi telephone system and cell phones are available on site.

Site Supervisor was reminded that all adults 18 and over living or working in the facility including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Site Supervisor was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.
