On July 17, 2023, at 8:10 AM Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Mary William for a required annual inspection. Purpose of inspection was explained. Present today, Director, 5 staff and 38 preschoolers. Facility is operating within capacity and in compliance with staff child ratio. All staff have fingerprint clearances. Facility operates preschool program from Monday to Friday 7:45 AM to 5:45 PM.

LPA and Director toured the facility for health and safety hazards. Facility operates a preschool and infant program. Preschool program has three classrooms. Facility is clean with proper temperature and ventilation. There are plenty of age-appropriate toys, furniture, and learning materials all in good repair. Storage Cubbies are available for children to store personal items and belongings. Facility has two bathrooms available with working toilets and water faucets and individual port a potty for children who are potty training. Classroom is also equipped with a changing table. All trash containers in bathroom and in classroom have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. Facility has plenty of sleeping cots available for napping; children bring their own sleeping bags and are sent home each week for laundering. The playground has plenty of play toys, riding toys, and a playground structure, all in good condition. Playground flooring is cushioned with artificial grass to cushion falls. Playground is surrounded with a 5 ft. fence. LPA reminded Director to keep play structure free of cracks. There are no spas, pools, or other bodies of water. Per Director, there are no weapons or firearms on the premises.

Children bring their own lunches and facility provides two snacks, menu of snack choices was posted. LPA observed refrigerate to be clean and food stored properly to prevent contamination. Labeled water bottles with children’s names are brought from home for use indoors and outdoors. Facility refills water for children. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. Sick children are isolated in office away from other children.

LPA reviewed sign in/out sheet, which is available outside main entrance door, LPA reminded Director to have parents sign with full signatures. Facility is equipped with fully charged fire extinguishers, carbon monoxide detector, and smoke alarm system. Facility is equipped with a landline phone and staff use cell phones for communication.

LPA reviewed 5 children’s records 5 staff record. All the children's and staff records were complete. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on June 1, 2023. Per Director, lead testing has been completed and submitted to regional office. LPA reviewed lead test report.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
