On July 17, 2023, at 11:45 PM Licensing Program Analyst (LPA) Maria Olguin-Leon met with Director Mary William for an annual inspection. Purpose of visit was explained. Present today was Director, 4 staff and 14 infants. Facility is operating within capacity and in compliance with staff child ratio. All staff have fingerprint clearances. Facility operates infant program from Monday to Friday 7:45AM to 5:45PM.

LPA and Director toured the facility for health and safety hazards. Facility operates an infant classroom and preschool program. Infant program consist of one infant classroom. Classroom is clean with proper temperature and ventilation. There are plenty of age-appropriate toys, infant furnishings, playmats, and learning materials all in good repair. Storage Cubbies are available for children to store personal items and belongings. Classroom is equipped with changing tables for diapering children. Tables are equipped with changing mat that is clean and disinfected after each diapering. All trash containers in classrooms have tight fitted lids. All cleaning products, chemicals and toxins are stored and locked in cabinet and inaccessible to children. At approx.12:15 LPA observed a cabinet missing childproof lock; technical violation issued. Facility has plenty of cribs available for napping. Parents and facility provide sheets for cribs and are washed daily.

Infant playground is separate from preschool playground. Playground has plenty of ride on toys and age-appropriate play toys all in good repair. Playground is equipped with artificial grass to cushion falls and shaded to provide shade from sun. Yard is surrounded with a 3 ft. fence. There are no pools, spas, or other bodies of water. Per Director, there are no weapons or firearms on the premises.

Infants’ food and bottles are properly labeled with child’s name and stored in classroom refrigerator. Kitchen area was observed to be clean, and food was stored properly to prevent contamination. Labeled water bottles with children’s names are brought from home for use indoors and outdoors. Facility refills water. First aid kit is fully stocked with medical supplies. Incidental Medical Services were discussed. Sick children are isolated in office away from other children.

LPA reviewed sign in/out sheet, which is available inside main entrance door, LPA reminded Director to have parents sign with full signatures. Facility is equipped with fully charged fire extinguishers, carbon monoxide detector, and smoke alarm system. Facility is equipped with a landline phone and staff use cell phones for communication.

LPA reviewed 6 children’s records 5 staff record. All the children's records were complete and included Safe sleep plan and Infant needs/service plan and safe sleep logs. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Last emergency drill was conducted on June 1, 2023. Per Director, lead testing has been completed and submitted to regional office. LPA reviewed lead test report.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
