On August 2, 2024 at approximately 1:45pm, Licensing Program Analyst (LPA) Maria Olguin-Leon, conducted an unannounced case management inspection at St. Michael Infant Care Center. Facility submitted an application in April, 2024 for an increase of capacity for the infant program. LPA met with Director, Mary William, and explained the purpose of the inspection. Present during visit included 19 enrolled infants with 5 staff.

Program is a licensed combination program for infants and preschool. The program is adding Mickey Mouse classroom to their infant program and decreasing classroom from preschool capacity. Program is requesting to increase capacity from 20 infants to 33 infants. Director plans to use Mickey Mouse classroom for infants ages 12 months to 24 months. Director was reminded that preschool children cannot commingle with the infant program.

Mickey Mouse classroom, previously a preschool classroom, was measured today for the infant classroom. Mickey Mouse classroom was measured for 458.5 sq ft. . The total allowable capacity measured for Mickey Mouse classroom measures for 458.5 sq ft. equaling 13 infants. The Baby Cubs classroom will remain an infant classroom for infants ages 0 mth to 12 mths.

Classroom includes a changing cabinet with a diaper changing pad next to a sink. LPA observed classroom to be equipped with a variety of toys and equipment that are in good working condition. Classroom is equipped with fire sprinklers, first aid kits. Classroom is equipped with dual smoke/carbon monoxide detector that is integrated in fire alarm system. Electrical outlets were made inaccessible with child safety covers. Program will utilize cots for napping children that will be stored in the classroom. LPA observed room to be completely set up and ready for infant program.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA will approve infant capacity increase to 33 infants, pending approved fire inspection clearance.

A copy of this report, and the “Notice of Site Visit” were given to the director. A “Notice of Site Visit” must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

An exit interview was conducted, and the report was reviewed with the Director, Mary William.
