On 12/7/21 at Licensing Program Analyst (LPA) Cowan conducted an unannounced subsequent complaint inspection to discuss the above allegations with licensee. Present during the inspection is licensee, staff - Valerie Manjarrez. This complaint was investigated by the Department's Investigations Branch (IB).
During the course of investigation, IB investigator interviewed licensee, staff, children, and guardian. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
