On 10/24/2023, at approximately 9:45AM, Licensing Program Analysts (LPAs) Jonathan Tse and Maria Olguin-Leon conducted an unannounced annual visit. LPAs were granted entry to the facility by Head Teacher, Hiroko Bilick. LPAs explained the purpose of the visit. Present in the facility were four teachers and 16 preschool age children. The facility is in compliance with teacher-child ratios. Director Mako Garcia arrived during the visit.

LPAs and Head Teacher inspected the facility for any health and safety hazards. The facility had all the required postings available in the main entrance of the facility. LPAs observed that there are two classrooms, one named Rainbow for children the age of two, and one named Preschool for children aged three and up. There was one piano in each classroom. There is a children's bathroom with two operational toilets and two sinks that do not have hot water. LPAs observed a fully charged 2A10BC fire extinguisher in the facility. Head Teacher demonstrated that a carbon monoxide detector was operational. Electrical outlets were observed to be covered or obstructed by furniture when not in use. Children’s diapers are stored in the staff restroom. The facility’s first aid kit was observed to be complete, with all materials necessary for the administration of first aid. The most recent fire drill was conducted on 8/16/2023. The facility conducts fire, earthquake, and lockdown drills. Per Director, the facility uses the Brightwheel app for sign in/out, in addition to communicating with parents.

The facility was granted a waiver for the outdoor play area, where the facility can only have 20 children outside at a time. During the visit, LPAs observed two children in the play area, supervised by one teacher. The facility was in compliance with the waiver. There are age-appropriate toys and equipment present in the play area. LPAs observed the sandbox to be covered. There is a small wooden playhouse in the play area, which was observed to be clean with no nails or protrusions. LPAs discussed maintenance of the wooden playhouse with Director. There is a small portable pool in the outdoor storage area. LPAs discussed the usage of the pool, and the facility does not allow children to enter the small portable pool. Children are only allowed to play with water using toys while under direct supervision from a teacher.

Children bring their own water bottles to the facility, and staff refill the bottles as needed from a faucet specifically for drinking water. Children bring their own lunch, and the facility provides morning and afternoon snacks. The facility stores children’s medication in the kitchen area, in a high cabinet. LPAs observed children’s medication to be stored and labelled properly, in separate containers.

LPAs reviewed four staff files and six children’s files. Children’s files were observed to be complete. The staff’s mandated reporter training certificates are current, and immunization records were present.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

The facility got tested for lead on 7/22/2023. There are no exceedances but the test was past the due date of 1/1/2023. LPAs referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPAs discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
