On 3/5/2025, Licensing Program Analyst (LPAs) Leong and Badger, conducted an unannounced annual visit. At the facility, LPAs met with the Director, Jenny Tsai and explained the purpose of their visit.

55 preschool-age children and 11 staff members were present during the visit, and the facility is within its capacity limits and ratios.

LPAs observed that all required documents, such as the facility license, waivers, notification of parents’ rights, personal rights, car seat laws, emergency disaster plan, and daily activities schedules, were displayed and visible to the public.

The most recent emergency disaster drill was conducted on 01/24/2025, and the LPAs observed that it was documented. LPAs reviewed the emergency disaster drill log and found that it was conducted at least once every month.

The facility was observed to have an emergency backpack with Epi-pens that are not expired and individually packaged and labeled for each specific child, as well as additional first aid kit supplies. There are separate first aid kits available in the cabinet of each classroom as well. Smoke and carbon monoxide detectors are operational and functioning properly, and fire extinguishers are fully charged. There currently no children taking prescribed medication.

LPAs inspected the indoor and outdoor areas to identify health and safety hazards. The facility was clean, safe, sanitary, and in good repair. Disinfectants, cleaning solutions, poisons, and other items that could pose a danger were stored in areas inaccessible to the children. All cabinets and drawers in the classrooms were found to be locked by use of child proofing. LPAs observed a fish tank in the main hallway upon entering the building. The fish tank was well maintained with clean water and a lid covering the top.

LPAs observed that all three classrooms (Blueberry, Strawberry and Pineapple), had age-appropriate toys, furniture, educational materials, and designated storage space for each child. Electrical outlets were fitted with child safety covers to prevent children's access. Two classrooms had a diaper-changing table within arm’s reach of a sink. The bathrooms were clean, fully operational, and equipped with suitable toileting equipment and sanitation products.

The outdoor playground has a fence that is at least four feet tall. The play equipment is in good condition and does not have sharp, loose, or pointed parts. The center has an outdoor waiver, LPAs observed the facility to be in compliance with the outdoor rotational waiver, with 21 kids outside at once, and accompanied by 2 supervising staff members. There are no pools, spas, or bodies of water on the property.

The preschool program currently provides lunch and snacks, for the children who do not bring their own food from home. Lunch menus are displayed in the facility. The children will bring water bottles from home. According to the director, each classroom has a posted allergy list. The facility also provides snacks for the children.



The facility offers cots for the children to nap on. Families provide blankets for the children to sleep on, and take them home for laundry every Friday.

LPAs reviewed the files of 5 children and verified that their emergency contact and medical information were complete. LPAs reviewed 5 staff files and confirmed that all required forms were present. LPAs found that 2 staff members of the 5 were current with their Pediatric First Aid/CPR certifications. The facility must only have one certified Pediatric First Aid/CPR staff member. LPAs found that 2 of the 5 staff members completed 12 units in Early Childhood Education (ECE), which means they are qualified to be teachers.

LPAs observed that 1 out of the 5 staff members were missing an updated Mandated Reporter Training Certificate and a Technical Violation was issued. LPAs reminded the Director that Mandated Reporter Training must be completed every two years for all staff members.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPAs verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
